Impact of Senate Bill 5 on K-12 Collective Bargaining and Employee Rights

Senate Bill 5 significantly alters collective bargaining for K-12 school employees, limiting negotiations to wages, hours, and employment terms for local government employees. The bill eliminates binding arbitration for police and fire, replaces pay schedules with merit pay, and removes seniority considerations during reductions in force. It requires employees to cover at least 20% of healthcare costs and abolishes the School Employee Health Care Board. As contracts are affected immediately upon signing, public advocacy is necessary to protect education and employee rights.
