  2. nGMS Contract Arrangements • SFA - Statement of Fees and Allowances • SFE - Statement of Financial Entitlement • Directions • Supported by web-based guidance:"Primary and Social Care Premises:Planning and Design Guidance" • www.primarycare.nhsestates.gov.uk

  3. nGMS Contract will provide • GMS, with enhanced and additional services • Service provision to be agreed in Contract • Global sum agreed with contractors

  4. nGMS Contract will provide • New, separate element for Infrastructure costs • SHAs do not have vires to handle or hold revenue funding ( only capital) • New funding will flow through lead PCTs • PCTs will work collectively

  5. nGMS Contract will provide 1. All PCTs will receive allocations of existing baseline spend 2. Plus resources to meet commitments based on SHA prioritisation of PCT SSDPs 3. Plus a further weighted allocation to pump prime, pay IGs, etc

  6. nGMS Contract will provide • Elements 1 and 2 allocated to all PCTs • Element 3 allocated to Lead PCT • Commitment: • Ready for occupation • Under construction • Contractually agreed • LDPs

  7. Role of the Lead PCT • To work with SHAs to prioritise SSDPs • To advise SHAs on premises infrastructure and procurement issues • To hold unused PCT premises revenue funding for SHA re-prioritisation

  8. nGMS Contract Announcement • Joint MS(H)-GPC letter • New Premises Flexibilities, bridging old and new contracts • Revised minimum standards & Branch Surgery global sum funding

Existing Premises Flexibilities • HA joint venture interest in land • Deprivation or needs factor for current market rents • Fund the re-conversion of owner-occupied premises • Guarantee minimum price for sale of redundant premises • Extend scheme to reconvert registered social landlord properties • Reimburse equipment leasing costs on new leasehold premises • Mobile service delivery units

New Premises Flexibilities • Payment of a grant to meet mortgage deficit and mortgage redemption costs • PCO option to purchase land • Reimbursement of legal and other professional fees for modern leasehold premises • Direct reimbursement of service charges, utilities, repair & maintenance, and insurance(*) • Introduce index-linked leases
