Recap • Purpose of regional coordinating council • To discuss areas of importance to its member Chapters and to share information and experiences. • To develop joint projects and areas of collaboration in support of the Internet Society's purpose. • To develop and plan activities, projects, actions, and positions for such areas and opportunities. • At the March Board meeting a two step path was mandated: • Establish an MOU that defines the relationship • The establishment of a legal entity will depend upon actual requirement - “form to follow function”

Process • An MOU was drafted based on the model used for Chapters • Details were negotiated on the ECC mailing list • Progress was slow • We were losing focus • At the May ExComm meeting I proposed polling the individual Chapter members to directly assess their position • During the latter half of May through June phone calls were offered to the 28 Chapter members • Personal email was used to setup a time for the call • I communicated with 13 Chapter Presidents

Closing • Of the 13 Chapters, 12 were mostly in favor of the proposed MOU • The one who was not certain admitted they would sign if the remaining Chapters signed • A few minor issues were resolved and the polling was concluded • The MOU only requires 10 Chapter Members • Since we have about 12 we decided to call for signatories • We now have 11 signatories (and no rejections or formal abstentions).

  7. Proposal • On behalf of the ECC I present the MOU negotiated with the ECC and ask that the Board formally accept it, thus officially recognizing the ECC as a regional council of the Internet Society to be managed accordingly by the VP of Chapters and Individual Membership.
