  3. Introduction • Permanent Civil Service based on merit system through competitive examination introduced in 1854.

Features of Civil Services in India • Open-Entry based on competitive examination • Elaborate training • Permanency of tenure • Important posts at Union, State and District level are manned by the Officers recruited through Civil Service Examination • A regular graduated scales of pay, pension and other benefits • A system of promotions predominantly based on seniority and performance.

  5. Grouping of Civil Services in India • Civil services can be grouped into 3 broad categories: • Services whose members serve both the Union and the States. These are termed as the All India Services (IAS, IPS & IFoS) • Services whose members serve only the Union Government, are termed as Central Civil services (IRS, IRTS, IAAS, IPoS etc…) • State Governments have their own Civil Services – State Civil Services

Training for Senior Civil Service • At the entry stage officers are imparted training covering general subjects (foundation course) and professional training (relevant to their service). • For All India Service & Group A officers grant of higher scale has been linked to successful completion of training while in service.

Induction Training • Foundation Course-15 wks • Economics, History, General Principles of Law, Legal Concepts, Rule of Law,Rule of Law, civil and Criminal Courts, Public Administration, New Paradigm in Governance, Principles of Natural justice, CrPC, Culture, project management, Gender Sensitisation, Preventing Corruption, Human Rights, Administrative Laws &Tribunals, Disaster Management. • Phase I- 26 wks • District Administration and its Regulatory role, Land Administration, Decentralisation, Panchayati Raj, Rural and Urban development, Health, Education, Infrastructure, Project Management, Elections, Environment, Public Finance, Leadership and HRM. • District Training- 54 wks • Attachment at District and State Head Quarters, Independent Charges, Language Instructions and Learning. • Phase II-8 wks • Presentations and De-Briefing session on the experience s during district training, foreign exposure and Seminars.

Mid Career Training Program-(Mandatory) • Phase III – After 9 years • Project Appraisal, Public Private Partnership Foreign Exposure, Education, Health, Rural Development and Decentralisation, Agriculture, Urban Development, E-Governance and Public Service Delivery, Public Finance, Environment , Energy and Climate Change. • Phase IV-After 16 years • Perspective Building, Public Policy Module, PPP, Health, Decentralisation, Urban , Education, Leadership, Negotiation. Foreign Exposure. • Phase V-After 28 years • Global Perspective on Governance , India’s evolving policy environment and current policy challenges-through talks by experts, policy papers, peer review.
