Sixth Street, Los Angeles, CA 90022 July 23, 2016 Registration – 8:00 AM Attendance at the pre-season coaches meeting is mandatory for all head coaches from each school. If a head coach does not attend the meeting the head coach of that sport will be restricted from coaching in and being present at the first contest of the season. Attendance at the meeting constitutes being present at the beginning of the meeting and staying until it is completed. Assistant coaches are highly encourage to attend the meeting to receive firsthand information.

Prior to season and after season. • Vote for one head coach to represent your league at the Advisory Meeting. SEEDING COMMITTEE REPRESENTATIVE • Nominate one person that can be contacted • Cannot be a current football coach. League Reps & Seeding Committee

All-City Team • New Selection Procedures • Purpose: To simplify the selection procedure, make it more transparent and increase the overall representation to the All-City team across the section.   • Each league representative will be issued an All-City nomination form for each division they represent. • Each league is responsible for turning in All-City nominees, per division, to the CIF office prior to the All-City meeting. This should represent players the entire league deems worthy of an All-City nomination. • At the All-City selection meeting all nominees will be separated by position to simplify the selection process. • Only nominees listed may be selected to any All City team. • Only written stats will be accepted at the selection meeting, there will be no phone in stats during the meeting. • Nominees must fit the following criteria: • Division I – must be an 1st team all-league selection • Division II- must be either a 1st team all-league selection or a 2nd team selection in a DI-DII league. • Division III – must be either a 1st team all-league selection or a 2nd team selection in a DI-DII-DIII league. • Only 1 league representative will be allowed into the meeting. No assistant coaches or other head coaches except your league representative is allowed. • Each league needs to select 1 coach to the All-City meeting for each division their league represents. • There will be no co-POY selections.

OUT OF SEASON CONTACT CIF Bylaw 201, 306, 307, 504 • Out of Season contact – Responsibility of individual(s) organizing activity • Summer Exception to season of sport. • No school identification – clothing, league information, web site. • Cannot use out of season activity to determine roster. • Beyond the Bell Programs do not override dead period restriction on contact with coach. • Middle school student cannot participate in out of season practice until they have completed their school year. • No Sunday Practices (CIF Bylaw 305) Administrative Issues

Approved Physical Examination • Approved Student Physicals are required before participation in any practice to include OUT OF SEASON. • Must have Doctor’s address and signature. • Physicals - must be approved by School Nurse before athlete is allowed to participate in any practice session. • Why some Nurse’s ask for more documentation than others? • CHIROPRACTORS ARE NOT AUTHORIZED TO CONDUCT PHYSICAL EXAMINATIONS! Proof of Medical Insurance which meets state standards • Copy of Insurance Card • Student Insurance Carrier Athletic Record Card ATHLETIC CLEARANCE

  32. Bylaw 220 – Participation by an ineligible player. Bylaw 221- Coaches are expected to enforce restrictions on an ineligible athletes. Coaches are expected to report violations. Bylaw 222 – Restrictions on Ineligible Athletes • May not participate in practice after the end of the final class period of the school day. • May not be in uniform at any time. • May not travel and/or sit with the team during the game or be on the sideline as a participant. • May not compete as a representative of the school in any contest. Ineligible Students

Bylaw 206 - Valid Change of Residence • Required of all transfers due to change of residence. • Valid Change of Residence - Student moved from outside one attendance area into NEW attendance area with entire family unit with permanent intent. • Prior home was completely vacated of family property. • Documentation Required • Student would be eligible at any school the district policy would allows him/her to transfer to. • Parent and student will sign affidavit that they had no prior contact, undue influence, or athletic motivation to transfer. TRANSFER APPLICATION

  34. 207 – Other Than Change of Residence • Did not participate during prior 12 months – full eligibility • First time Transfer • Participated in sports during prior 12 months. • Qualifies for “Sit Out Period”- SOP • SOP applies to Varsity Level only. Can select lower level without sit-out. • Students under SOP may practice (not play) during the Sit Out Period as long as they meet all eligibility Regulations / Policies. (2.0 GPA / 20 semester credits) • The SOP will be applied per season of sport. • Fall – October 3 Winter – January 2 Spring – April 3 • Hardship reasons have been identified and limited to specific criteriacausing transfer √Court Ordered √ Parents Divorce √ Safety Incident √ Discontinued Program √ Foster Child √ McKinney-Vento √ Board of Education Ruling √Return to Previous School • Coach must assist AD in identifying students that have transferred. Participate in Contest: • Transfer students with 206 or 207 must have received Section Approval before participation in any contest. • Students with SOP will have an assigned date of participation • Hardship Waiver Request for varsity level participation must be approved before participation in a varsity contest. • Students becoming academically eligible will have an assigned date by the District or Charter. Participate in Practice: • Transfer students with 206 or 207 application can practice as soon as the application is submitted to the Section Office via CIFLA-Home • Students with SOP can practice if they meet all Section & School requirements. • Hardship waiver request for students requesting varsity eligibility cannot practice or play in contest until approved by Commissioner. Foreign Student – Same as 207 Qualify for lower level in sports they participated in within the past 12 months. Other ELIGIBILITY REQUESTS

Bylaw 510 – Student will be ineligible if proven to have transferred due to: • Undue Influence • Athletic Motivation • Prior Contact • Includes prior contact with players, coaches, parents, and anyone associated with your team. • 510 Contact Affidavit • Parent & Student required signature in two places • Both Schools are required to sign • May add statement when oppose to transfer • If there is sufficient evidence to suspected Athletic Motivation, Undue Influence, Prior Contact? Bylaw 202 – Accurate Information • Falsification for the purpose of athletic participation. ATHLETIC MOTIVATED TRANSFERS

  38. Pop Warner Night – May not host events that are specifically directed to target athletes. May host a Middle School night for feeder schools at a sporting event. • Coaches and Students-Athletes cannot visit middle schools. • High School Coaches Can coach pre-high school age programs • cannot influence students to enroll in their school • Cannot discuss their high school program • Cannot wear their high school clothing with name or logos. • Can only use high school facility if secured like any other non-school program. Contact with Student under high school age

BYLAW 506 PRACTICES RESTRICTION – (California State AB 2127) • 18 Hours per week • Maximum of 4 hours per day • two-a-day practices sessions NOT allowed by LACS • Game day counts for 3 hours SCHOOL SITE DECISIONS • Holiday’s – Principal’s approval • Saturdays – Principal’s approval • Check with your district or administration for other practice restrictions. PRACTICE LIMITATIONS

  40. National Anthem Requirement • Teams must be on the sideline before the playing of the National Anthem. Violation results in an unsportsmanlike penalty with a 15 yard assessment. Spotters • assigned to bleachers on their side of the field. Any other arrangement is the decision of the home school. Scrimmage • Can maintain down and distance and move the ball • No Kickoff or Kickoff Return allowed • Can be filmed by future opponents Three Level Option • Non League & League games – Allowed with agreement of both schools. GAME DAY regulations

Sideline • Maintain orderly sideline & coach’s box • Fewer people allowed on the sideline the better • Look and act professional Field Preparation • Chain Crew – Adult Crew Recommended (when possible) • Clearly Identify Coaches Box • Field Perimeter Marking • A.E.D. and Back Board on Field Press Box Access • Coaches will use the highest point in the bleachers on their side unless administrators from both schools approve access to press box. Media • School site controls access to press box. • broadcast or web cast must be approved by Section and Time Warner Cable • Audio only must be approved by the Section Office. GAME MANAGEMENT

CIF discussing moving season start up one week in 2018 Dates and Number of Practices • Football Start Date: July 25 (All Schools) • All summer activities end July 24. • 5 days conditioning – limited to shoes, shorts and t-shirts. • 3 days - helmets, 2 days - helmets & shoulder pads • 10 days of team practice held prior to Scrimmage. • Individual required 14 full gear team practices prior to first contest • DOUBLE DAYS PRACTICE SESSIONS ARE NOT ALLOWED BY LACS. Scrimmages – August 19– August 27 • Players must have participated in 10 practices (CIF Rule) • No paid officials for scrimmages • Officials assigned by Officials Assigner • No score maintained during a scrimmage. • NO KICKOFF OR KICKOFF RETURN TO BE USED DURING SCRIMMAGE. Zero Week Games • Zero Week games can be played beginning August 25th. • Required 14 team practices prior to first game (CIF rule). • 11 weeks to schedule 10 games. Football Timeline

  44. Division Alignment • All schools are assigned to a division based on competitive equity. Date of Seeding Meeting • Saturday, November 5, @ 9:00 AM • Seeding Committee - Section Office Playoff Film Exchange • First Round – Exchange of two films from the prior three games (of the opponents choice) is to take place after the seeding meeting, prior to 1:00 PM. • Home team coach makes arrangements for exchange to take place no later than 12:00 Saturday for each round. League Meeting • Week of October 31 – November 4. • Confirm league standing & school(s) that decline to participate in playoffs. • Break all ties using criteria identified in Season Bulletin • League representative will email league results to Section Office. • Select All League team and submit to League Rep for All City Selection. All City Selection Meeting • League Reps will meet in December for All City Selection. CIF State Championships • Regional – December 9 & 10 • State – December 16 & 17 Seeding and Playoffs

  50. 2016 FOOTBALL RULES CHANGES 1-5-1d(5)a Completely clear or completely white tooth and mouth protectors are no longer prohibited. Tooth and mouth protectors shall include an occlusal (protecting and separating the biting surfaces) portion and include a labial (protecting the teeth and supporting structures) portion. 1-5-2b Football gloves are now required to meet either the new SFIA specification or the existing NOCSAE test standard at the time of manufacture. 2-17; 9-3-6; In a continued effort to minimize risk, the Committee made clipping in the free-blocking 9-3 PENALTY zone illegal. Clipping is now illegal anywhere on the field at any time.
