This training exercise aims to explore the challenges posed by cyber warfare and its implications on international security and U.S. operational missions. Participants will simulate strategic scenarios to assess the adaptability of the Special Operations Forces (SOF) doctrine across all domains. With a focus on emergency response and the evolving political landscape, we will examine state responses to cyber incidents that threaten national legitimacy and security. The event encourages collaboration among global SOF practitioners, ultimately enhancing the resilience of the international security network.

  1. Break – Out Exercise • Purpose • Exercise the applicability of SOF doctrine across all domains • Objectives • Investigate strategic problems that will affect all operational and tactical missions • Rehearse an emergency out of the norm of current exercises and expertise (which is evitable) • Politics • Provide strategically-minded practioners to expand the global SOF network • Demonstrate the adaptability and viability of the global SOF network for future warfare

  2. Scenario (Act 1) • Cyber warfare has drained millions from the American economy, the recent actions of individuals (Snowden) has created an instable political environment and hindered US chances of using the international community to call for and end to and/or retribution for cyber attacks • UN has convened a special meeting to discuss cyber law • Many international leaders view the internet as American (cultural) imperialism • International leaders have extreme requirements they must vie to enact • Gov’t legitimacy, National security (economy, infrastructure, military), Societal control (information) • States must suggest cyber law/policy that enables international security, each state will brief this special committee on their way forward. Scenario (Act 2) • The environment will fast-forward 6 months to a year and the white cell will present a new scenario based off our monkey wrench and the participants way forward. • Using Updated Regional and Strategic assessments, each state will brief this special committee on their adjusted way forward. • The environment will fast-forward 6 months to a year and the white cell will present a new scenario based off the participants way forward. (end of training) • Conduct AAR to show how we must incorporate our thoughts into the Civil-Military Arena

  3. Generic Timeline • DAY 1: • Intro and Breakdown into player roles • Overview of read-ahead Packet • States work on way ahead • Day 2: • States brief way ahead • Immediate feedback from international community • Break • Monkey wrench given to participants while we fully evaluate implications of the states way ahead • major cyber attack shutting down American infrastructure & causing deaths • States re-evaluate way ahead after receiving updated packet • Day 3: • States brief adjusted way ahead • Immediate feedback from international community • Break • States work on their portion of AAR while we fully evaluate implications of the states adjusted way ahead • States submit AAR (3 good/3 Bad) • AAR, distribute AAR to participants and evaluators and dismissal

  4.
