  4. I-PASS Lane Technology In Action Camera Camera Antenna Axle Count: 2 AVI Reader Power Supply Lane Controller 1. Vehicle enters first main road loop, activating camera to photograph front license plate. Transponder tag (AVI) is detected by antenna and sent to AVI reader, then to lane controller. • Statistics for a singleplaza(Meyers Road Toll Plaza 52 – 2009) • Average weekday peak-hour open road tolling transactions: 4,731 • Average weekday open road tolling transactions: 58,481 • Total open road tolling transactions: 19,657,794 • Total transactions: 23,832,584 2. Road Axle loops (IDRIS) detects vehicle and counts axles. 3. 2nd and 3rd main road loops track vehicle passage through the zone. 4. 4th main road loop triggers rear camera, which photographs rear license plate and indicates vehicle exit. Indicates to the system to package data as a transaction.

Procurement Reform - SB 51 • A subcontractor/consultant, whose contract value exceeds $25,000, cannot be approved or begin work until all the required documents have been received and approved.  • Payment will not be made to a subcontractor/consultant if a potential conflict has been identified and has not yet been cleared through the procurement policy board. • No contract extensions will be granted in the event of delayed subcontractor/consultant approval. 15

Procurement Reporting “Any written ororal communication received by a State employee that imparts or requests material information or makes a material argument regarding potential action concerning a procurement matter, including but not limited to an application, contract, or project, shall be reported to the Procurement Policy Board.” Exceptions include: • Public statements in a public forum • Communications regarding procedure and practice • Communications regarding contract administration and implementation • Unsolicited communications providing general information about products, services or industry best practices, prior to those products or services becoming involved in a procurement matter • Communications received in response to RFIs, RFPs, RFQs or IFBs 16
