  3. Exemption Options - The Pros and Cons Time +45, GS by Status All by Time +45 All by Status Pros -Exempts some flights by Time +45 -Exempts all flights by Time +45 -Reduces program’s total delay -Good for delivery -Reduces GS flights’ total delay -Reduces GS flights’ total delay -Good for delivery Cons-Increased delay for the GS flights -Holes in the program’s delivery -Only airborne exemptions -Increased total program delay -Increased total program delay

  4. exempt flights by time plus 45 (GS flights by Status) 300 250 200 time + 45 exemptions newly controlled 150 exemptions GS 100 50 0 0-14 15-29 30-44 45-59 60-74 75-89 90-104 105-119 Exempting flights by the current method gives flights departing within 45 minutes priority over all controlled flights, but forces a large amount of delay on the previously controlled Ground Stopped flights.

  5. exempt all by time plus 45 300 250 200 time + 45 exemptions newly controlled 150 exemptions GS 100 50 0 0-14 15-29 30-44 45-59 60-74 75-89 90-104 105-119 Exempting all flights by the time plus 45 minute rule gives priority to the Ground Stopped flights and the ‘soon to be departing’ flights. This method could lead to over-delivery and also forces the newly controlled flights to suffer higher delays.

  6. Exempting all flights by status gives priority to the Ground Stopped flights. The flights that would have been exempted by the time plus 45 rule are now given delays that are equitable to those that are newly controlled.

  7. Exempting flights by the current method gives flights departing within 45 minutes priority over all controlled flights, but forces a large amount of delay on the previously controlled Ground Stopped flights. Exempting all flights by the time plus 45 minute rule gives priority to the Ground Stopped flights and the ‘soon to be departing’ flights. This method could lead to over-delivery and also forces the newly controlled flights to suffer higher delays. Exempting all flights by status gives priority to the Ground Stopped flights. The flights that would have been exempted by the time plus 45 rule are now given delays that are equitable to those that are newly controlled.

  8. Conclusions • Exempting flights by the current method leads to a high accumulated delay for the previously controlled Ground Stopped flights. • Exempting all flights by the Time + 45 rule leads to a high number of exemptions, which could cause over-delivery. It also forced the newly controlled flights that could not have been exempt by the Time + 45 interval to suffer higher delays. • Exempting flights by Status in this program proves to be the optimal method. It decreased the delay of the GS flights, decreased the total delay of the transition, and did not adversely effect the delivery of the program. It also rationed delay in an equitable manner to those flights departing within Time + 45 interval. • Note - This analysis does not represent the effects of releasing a GS into a GDP revision.
