2015-2016 School Year PEIMS Reporting Changes

  2. Early College High School • PEIMS data element E1560 ECHS-INDICATOR-CODE has been added to the 102 Student Demographic record and is reported in the Fall, Summer, and Extended Year Submissions.

  3. Early College High School • The ECHS Indicator Code uses PEIMS Code Table C088 PARTICIPATION-INDICATOR-CODE ; - 0 = Not receiving services, or condition or situation not applicable to this person or campus - 1 = Participant in program or service, or condition or situation applicable to this person or campus.

  4. Early College High School • Early College High Schools (ECHS) are innovative high schools that allow students least likely to attend college an opportunity to earn a high school diploma and 60 college credit hours.

  5. Early College High School • Early College High Schools: • provide dual credit at no cost to students • offer rigorous instruction and accelerated courses • provide academic and social support services to help students succeed • increase college readiness, and • reduce barriers to college access.

Early College High School • Early College High Schools (ECHS)are authorized under Texas Education Code (TEC) §29.908(b) and Texas Administrative Code (TAC) §102.1091. • Only campuses and programs that are approved by TEA can and should report the ECHS Indicator Code for a particular student participating in the program.

  7. T-STEM Indicator • Texas – Science, Technology, Engineering, and Mathematics Academies (T-STEM)

T-STEM Indicator • T-STEM Academies are rigorous secondary schools focusing on improving instruction and academic performance in science and mathematics-related subjects and increasing the number of students who study and enter T-STEM careers. T-STEM Academies are demonstration schools and learning labs that develop innovative methods to improve science and mathematics instructions.

  9. T-STEM Indicator • There is a single pathway that a campus can take to become designated as a T-STEM Academy. In accordance with the Texas Administrative Code §102.1093, a campus must submit an application to the Texas Education Agency during the annual T-STEM designation process. The T-STEM designation application is based on the T­STEM Blueprint.

T-STEM Indicator • Once a campus is designated, professional development and technical assistance are provided to designated T­STEM academies to serve as demonstration schools and learning labs to showcase innovative instruction methods which integrate technology and engineering into science and math instruction. Designated campuses serve either grades 6-12 or 9-12.

  11. T-STEM Indicator • PEIMS data element E1559 T-STEM-INDICATOR-CODE has been added to the 102 Student Demographic record and is reported in the Fall, Summer, and Extended Year Submissions.

  12. T-STEM Indicator • T-STEM-INDICATOR-CODE (E1559) indicates whether a student is enrolled in a Texas Science, Technology, Engineering, and Mathematics (T-STEM) Academy as defined in TAC §102.1093.

  14. T-STEM Indicator • Students enrolled in T-STEM on the last Friday in October (Fall Snapshot date) are reported in Submission 1. Students enrolled in T-STEM at any point in time during the school year are reported in Submission 3. Students enrolled in T-STEM over the summer are reported in Submission 4.

  15. Foundation High School Program Submissions and reporting FHSP data elements: • Schools report whether a student is participating in the Foundation High School Program. (Submission 3) • Schools report which endorsement(s) • a student is pursuing (Submission 3) • a student has completed (Submissions1and 3)

Foundation High School Program Submissions and reporting FHSP data elements: • Schools report the Distinguished Level Achievement status of each FHSP student • a student is pursuing (Submission 3) • a student has completed (Submissions1and 3) • Districts report the graduation type code in Submission 1. The Foundation High School Program is code 34.

Foundation High School Program Submissions and reporting FHSP data elements: • Upon entering 9th grade as a FHSP student, each student must select at least one endorsement. • At the end of the 10th grade, and with written parent permission, a student may opt out of the selected endorsement(s).

Foundation High School Program FHSP Distinguished Level Indicator Code • A Distinguished Level of Achievement is something a student can earn in addition to an endorsement. • A Distinguished Level of Achievement is only earned once. • A Distinguished Level of Achievement requires the co-existence of at least one endorsement.

  22. Foundation High School Program FHSP Distinguished Level Indicator Code • FHSP component intentions are captured in Submission 3. • FHSP component completion are captured in Submissions 1 and 3.

  23. Foundation High School Program • Districts report whether a student is participating in the Foundation High School Program in Submission 3 only. • Students who began high school in the 2014-2015 school year are all under the Foundation High School Program.

  24. Foundation High School Program • Students who enter the 9th grade (begin high school) in the 2015-2016 school year are all under the Foundation High School Program.

  25. Foundation High School Program • Students who graduate under the Foundation High School Program are reported in Submission 1 with the applicable Graduation Type Code.

  27. Foundation High School Program • The Foundation High School Program Graduation Type Code for 2015-2016 reporting is code 34.

  28. Foundation High School Program • The Foundation High School Program Graduation Type Code 33 is removed from the code table for the 2015-2016 school year.

  29. Foundation High School Program • Four New Graduation Type Codes are added to PEIMS Code Table C162.

Foundation High School Program FHSP Graduation Type Codes • Revisions to commissioner's rules concerning special education services, TAC §89.1070 - Graduation Requirements, were adopted in 2015. The revisions added graduation requirements for students who receive special education services and are graduating on the Foundation High School Program.

Individual Graduation Committees • Schools are required to establish an individual graduation committee (IGC) for each 11th or 12th grade student who fails to comply with the EOC assessment performance requirements for not more than two courses. A student must have successfully completed at least three of their end-of-course exams to be eligible for an assignment to an Individual Graduation Committee. (SB 149)

  38. Individual Graduation Committees • The IGC determines whether a student may qualify to graduate. The IGC must recommend additional requirements for a student including additional remediation and either a project or portfolio. The IGC must also consider 15 criteria in determining whether a student is qualified to graduate.

  39. Individual Graduation Committees • Three new data elements are added to the PEIMS collections to meet the requirements of data collection as required by Senate Bill 149. • One new code table is added.

Individual Graduation Committees • PEIMS Data Element E1561 - NUMBER-OF-STUDENTS-REVIEWED-BY-IGC. • E1561 indicates the number of students that were assigned to an IGC at the end of the 2014-2015 school year as a result of the requirements of SB 149 becoming effective on May 11, 2015. This data element expires at the end of the 2015-2016 school year.

  41. Individual Graduation Committees • PEIMS Data Element E1561 - NUMBER-OF-STUDENTS-REVIEWED-BY-IGC. • E1561 is reported as a aggregate number at the campus level only. The data element is not reported at the student level. • Added to the Campus data record for 2015-2016 only; then repealed for 2016-2017.

  42. Individual Graduation Committees • Data Validation 02017 • Any campus with students in grades 11 or 12 in the 2014-2015 school year must report a value for the number of students reviewed by an individual graduation committee (IGC).

Individual Graduation Committees • PEIMS Data Element E1562 - INDIVIDUAL-GRADUATION-COMMITTEE-GRADUATE-CODE. • INDIVIDUAL-GRADUATION-COMMITTEE-GRADUATE-CODE indicates whether a student for whom an Individual Graduation Committee (IGC) was established has graduated based on an IGC decision. (Applies to previous year graduates.) Submission 1 only.

  45. Individual Graduation Committees • Data Validation 20346 • Individual Graduation Committee Review Code is only reported for students in grades 11 and 12. A student cannot have an IGC established before the 11th grade.

  48. Individual Graduation Committees • Data Validation 20345 • For graduation program intention data reported for a student in grade 11 or 12, the Individual Graduation Committee Review Code must indicate “Not applicable” (00) or “IGC Reviewed” (01).
