  3. Birth and Paternity Information • DCH Birth Registry System (BRS) • All Michigan births • Births to both unwed and wed parents • DCH Central Paternity Registry (CPR) • AOPs at Hospital (Type 4 or 5) – 65% • AOPs – Other (Type 1, 2, 6,) – 3% • Court Ordered Paternity (Type 3) – 32%

Understanding CPR Multiple AOP records exist in CPR • Users must determine whether any CPR record establishes paternity • CPR Records are not deleted, but, the document type may change. • Example: Type 4/Type 5 (AOP Filed at Birth) may change to Type 7 (Revoked) when the court determines that the facts of parentage defined in the previously filed order/affidavit have changed.

Understanding CPR • CPR is a compilation of all records, therefore, multiple records for the same child are possible • Adoption information does not appear in CPR • The State Registrar is statutorily required to maintain the CPR but DCH staff do not determine record validity, they evaluate record accuracy/completeness • No administrative method to overturn CPR records. Only a circuit court order can revoke a previously filed affidavit and/or Order of Filiation.

NEW CPR/BRS combined search tool • Allows IV-D staff to conduct a single search of both the CPR/BRS databases • All functional areas will have access to CPR/BRS • Audit regulations require IV-D staff to use the MiCSES IV-D case number to conduct a CPR/BRS search • DHS/DCH data share agreement requires funds/staffing for project conclude in FY 2011

NEW CPR/BRS combined search tool • In 2011, after UAT, DCH/DTMB will finish the combined search tool for staff seeking CPR/BRS information • CPR/BRS • Web-based through DCH Single Sign-On • Password-protected • Access to Michigan paternity information • Uses MiCSES view to search for CPR/BRS data • IV-D staff will use CPR/BRS until OCS establishes a future direct CPR/BRS data feed into MiCSES

Confidential/Restricted information CPR/BRS access is limited to employees who use the CPR/BRS databases for IV-D Child Support Program activities: • Michigan Department of Community Health. • Michigan Department of Human Services. • Prosecuting Attorney Offices. • Friend of the Court Offices.

Confidential/Restricted information • When first established in 1997, access to most • CPR records was not restricted. • In 2002, per MCL 333.2882 all paternity and vital • records within the CPR/BRS databases became • confidential and restricted. • Users must not release CPR/BRS information or • provide document copies except in activities • related to managing a child support case.

Central Activities Tab on mi-support The mi-support Paternity page on the Central Activities tab provides links to the: • CPR/BRS combined search tool • Registration instructions • CPR/BRS System Security Agreement • Web-Based training (Being developed by MPHI) • User manual (Being Revised by MPHI)

  12. CPR/BRS Instructions New and existing child support staff should refer to the mi-support Central Activities ‘Paternity’ tab for CPR/BRS information. User manuals provide information about: • Appropriate/Inappropriate system uses • Penalties for inappropriate usage • Password reset instructions • Document and printing types • Privileges

  13. CPR/BRS Passwords • Password reset instructions are provided in the user manual. • DHS/MiCSES helpdesk staff cannot assist with CPR system problems • Issues that are not resolved with the user manual should be reported directly to DCH @ PaternityRequests@michigan.gov.

  14. UAT completion – April 2011 SS and PA UAT participants are completing searches and comparing results in CPR and the CPR/BRS search tool. Statewide implementation of CPR/BRS – • MPHI training webinars begin approx. May 2011. • 15 workers per session, with multiple sessions several times each week. For a short time, DCH will maintain parallel systems - • Existing CPR will cease in 2011. • New CPR/BRS search tool will replace CPR.

  27. Requesting a Birth Record You can request DCH staff assistance in locating a birth record. Submit additional informationlike the mother’s name and/or the name of the hospital where the child was born and DCH staff will send an e-mail response

  28. CPR/BRS Search Tips • IV-D case number with multiple same child: • Expect to do a modified search • CPR record may be returned but not BRS record • Send request to DCH for BRS record • Modifying search tips: • Add mother’s name or SSN; • Add father’s name or SSN; or • Add birth hospital name

CPR/BRS Known Issues • The following known CPR/BRS issues have been reported - DCH is working on these: • Multiple same child dependents – this may be a MiCSES member merge issue • No BRS record returned when AOP indicates a Michigan born child and modified search - addition of mother/father’s name - has been completed • Multiple births (twin/triplet): • CPR/BRS record returns for only 1 of children.

  30. CPR/BRS Benefits All functional areas can use this tool for: • Obtaining CPR/BRS data • CP and NCP locate • Improving IV-D PEP • Increasing incentive payments • Searching and printing paternity and/or birth documents
