  4. WEAKNESS OF CURRENT APPROACH

  5. Little coordination is perceived from both EAP & Trust Fund which are operating in silos; Both units are targeting same beneficiaries; Considerable confusion and frustration in the minds of beneficiaries; Confusion with our collaborators such as NGO’s and CSR - active companies; No clear measure of the impact of its actions on the families though NEF’s KPIs relate directly to families & elimination of absolute poverty

  7. Profiling of individual families & its members; Assessing their needs; Linking to the appropriate Programmes & other stakeholders; Monitoring progress on a regular basis; Motivating & mentoring the beneficiaries towards their empowerment

  8. Why Case Management ?

  9. A clearer allocation of responsibilities at field level & better accountability; • A unique contact person for each beneficiary family; • NEF’s services will be better targeted to the needy and results become sustainable; • A more systematic follow-up of each family and monitoring of their progress towards empowerment; • An optimal deployment of NEF human resources in the field.

  10. RESTYLING OF POSTS AND DUTIES

FIELD WORKER • Restyled as Case Worker • Main Objectives • To feed information to NEF database; • To act as focal point for all requests for NEF assistance received during field meetings, etc; • To prepare priority needs of pockets of poverty in collaboration with Case Supervisor; and • To identify the needs of infrastructure and other social amenities in the preparation of projects.

  12. Social Worker and Social Facilitator • Restyled as Case Supervisor • Main Objectives • To examine the needs of each family & formulate project write-ups; • To report to Programme Manager, Trust Fund for approval and for channelling of actions to be taken; and • To follow-up on each family.

  13. Regional Coordinators Restyled as Project Coordinators Main Objectives To devise strategies on social capital building, community empowerment, infrastructure and integrated projects; To devise strategies for effective project formulation and project referral at national level; and To organise any other events such as Street Football in consultation with their Programme Manager.

  14. REGIONS • The Island of Mauritius would be divided into 25 regions. Initially, the existing categories of staff will be reallocated to the different regions pending training, adaptation to their new duties and recruitment of new staff. • Allocation of staff shall be proportionate to the number of pockets of poverty and density of families, keeping into account on concentration and dispersion in each region.
