Santa Barbara County Fire Department Background • The 2016 California Fire Code will be superseded by the 2019 version and will become State law on January 1st, 2020. • The Fire Department adopts the 2019 California Fire Code with amendments under Chapter 15 of the Santa Barbara County Code, thereby creating the Santa Barbara County Fire Code. • The substantive changes to the Fire Code have been incorporated for consistency with the State Fire Marshal’s Office, the California Building Code and other applicable State codes and regulations. • There are no fee increases associated with the adoption of this code. • County Counsel provided input, along with the State Fire Marshal’s Office. • Chapter 15 amendments were made available for review at the County Clerk’s Office, on our website, and were sent to over 80 stakeholders on October 31st, 2019.

  9. Santa Barbara County Fire Department 2019California Fire Code changes CHAPTER 2 – DEFINITIONS Definitions clarified, modified, or added to this code. CHAPTER 3 – GENERAL REQUIRMENTS Section 314.4 Indoor Display of Vehicles and 315.3.1 Celling Clearance for Indoor Storage were modified 315.1 Outdoor Pallet Storage was added for code limits for height and separation for outdoor storage of pallets.

The threshold for crowd managers dropped from 1,000 to 500 people for certain events. Section 404.2.3 Lockdown Plans. Updates and prescribes details for facility lockdown plans.

CHAPTER 12 – ENERGY SYSTEMS (NEW) Chapter 12 was added to address ALL configurations of energy systems including Solar Photovoltaic Power Systems

Santa Barbara County Fire Department Santa Barbara County Fire Code amendments RULES OF CONSTRUCTION • Added requirements for a Fire Protection Certificate (FPC) • A change of occupancy classification. • A change from one group to another group within an occupancy. • Any change in use within a group for which there is a change in application of the requirements of this code. • Added the “High Fire Hazard Area” maps adopted under Chapter 10 of the Santa Barbara County Code on file with the Santa Barbara County Building and Safety Division of the Planning and Engineering Department.

Santa Barbara County Fire Department Santa Barbara County Fire Code amendments SECTION 505 - PREMISES IDENTIFICATION 505.1.2 Address for Buildings Specifies that addresses shall be issued in accordance with the local jurisdiction’s addressing system. 505.1.3 Address Modifications “When deemed necessary by the Fire Chief to provide for fire and life safety, an address assignment shall be modified.

Added Vegetation clearance requirements around free standing photovoltaic systems. SECTION 1206 – ELECTRICAL ENERGY STORAGE SYSTEMS 1206.1 Scope Exception added These requirements shall not apply to structures designed and constructed in accordance with the California Residential Code.
