Test Security • Account for all secure materials and confidential student information before, during, and after each test administration. • Access to state assessments materials and information is allowed only for personnel that have been trained and have signed the appropriate oath. • Other steps a campus must take to maintain proper security include but are not limited to: • placing test booklets and answer documents in secure, limited-access, locked storage when not in use • collecting daily, after each test administration, any state-supplied reference materials, graph paper, or scratch paper that student have written on during the test ASSESSMENT/RESEARCH/EVALUATION

Confidentiality Maintaining the confidentiality of the Texas student assessment program involves protecting the contents of all test booklets, online assessments, and completed answer documents. • all testing personnel who meet the requirements to participate in testing must be trained and sign the appropriate oath. • No person may view, reveal, or discuss the contents of a test booklet or online assessment before, during, or after a test administration. This includes those TA’s providing an oral administration, transcribing, providing assistance in the 3rd grade math exam, etc. (TA needs to sign a separate section of the security oath). • No person may duplicate, print, record, write notes about, or capture any portion of a secure assessment instrument (paper or online). • No person may review or discuss student responses. Penalties for Prohibited Conduct In accordance with 19 TAC and as described in the Test Security Supplement, any person who violates, assists in the violation of, or solicits another to violate or assist in the violation, fails to report a violation, is subject to the following penalties: • placement of restrictions, renewal of Texas educator certificate; • issuance of an inscribed or non-inscribed reprimand; • suspension of a Texas educator certificate for a set term; • revocation or cancellation of a Texas educator certificate In addition, any irregularities in test security or confidentiality may result in the invalidation of students’ assessments. Testing Irregularities • Serious Irregularities • Directly/indirectly assisting students with responses to test questions • Tampering with student responses • Viewing secure test content before, during or after an assessment • Discussing secure test content or student responses • Scoring student tests either formally or informally • Duplicating/recording or electronically capturing test content • Procedural Irregularities • Eligibility error • IEP implementation issue • Improper accounting of secure materials • Monitoring error ASSESSMENT/RESEARCH/EVALUATION

Reporting Testing Irregularities Each person participating in the Texas student assessment program is responsible for IMMEDIATELY reportingany violation or suspected violation of test security or confidentiality that they participate-in or witness. Process for reporting: • Campus staff notifies CTCs • CTCs notifies DTC • DTC notifies TEA ASSESSMENT/RESEARCH/EVALUATION

Student Cheating If a district determines that a student has been involved in an attempt to cheat on a state assessment, the district is required to invalidate the student’s test. • Additional disciplinary action may be taken at the local level in accordance with district policy. • Any locally determined disciplinary actions stemming from the cheating must be submitted to TEA. • Submission of a separate online incident report form will be necessary ONLYif the district determines that adult testing personnel contributed to, caused, or did not detect the cheating due to inadequate monitoring. Time Limits Policies and Procedures • All assessments will have a four-hour limit within the same school day (unless XT or XD). • The time period will start after the test administrator has read directions and tells students to begin working on their tests. • START& STOP times must be recorded on the seating chart. • Students must record all responses before the end of the time period. • Communicate(orally or in writing) the amount of time left to test in one-hour intervals and, if desired, in shorter intervals during the last hour. • Late-arriving students: campus must determine if the student will have time to test during the school dayor if the student needs to test on a make-up day.   10. Time Accommodations • EXTENDED TIME This accommodation eligible students with disabilities and ELLs. Campus must begin the session early in the day (at least 6 hours) Answer document code: GA or LA • EXTRA DAY This accommodation is rare and is for students who have a TEA-approved Accommodation Request Form (ARF). Answer document code: XD ASSESSMENT/RESEARCH/EVALUATION

Linguistic Accommodations Answer document: LA • Only for eligible ELL’s • Only in STAAR, STAAR Modified, STAAR L • Vary according to subject area • Bubble-it in answer document even if not used Grade 5 ONLY Because students taking STAAR Spanish are testing in their primary language, linguistic accommodations are not provided for these students ASSESSMENT/RESEARCH/EVALUATION

Verifying Pre-coded Information • Have a process for verifying pre-coded labels/answer document • Overwrite pre-coded demographics (if incorrect) • Hand-grid a NEW answer document if any of the following fields is incorrect: • Name, • Date of birth • Gender • PEIMS # • Supporting documentation for hand-gridded answer documents e-Schools report for each student ASSESSMENT/RESEARCH/EVALUATION

Test Administrator Training All Test Administrators are required to receive training in: • Test security • General testing procedures • Procedures unique to specific testing circumstances CTCs need to schedule and conduct training sessions before testing begins. This includes additional training sessions for TA’s testing students with accommodations. ASSESSMENT/RESEARCH/EVALUATION

  15. Test Schedule: JUNE RETEST Tuesday, June 24 5thand 8th Grade – Math Wednesday, June 25 5th and 8th Grade – Reading Thursday &Friday Make-ups and turn-in materials ASSESSMENT/RESEARCH/EVALUATION

Students will be automatically registered for the test if they were administered an online test and did not meet level II standard. • Create online sessions • Proctor cache session at least 3 days prior to test • Generate and print student authorizations at least one day before the test administration STAAR L Online Testing ASSESSMENT/RESEARCH/EVALUATION

  17. TestingElectronic Devices Policy • The use of cell phones or other two-way communication/electronic devices is prohibited during testing for staff and students ASSESSMENT/RESEARCH/EVALUATION

Testing Dictionaries • Dictionaries must be available to all students taking STAAR and STAAR Modified readingin grade 8 • ELL’s are eligible to use dictionaries as a linguistic accommodation in various subjects (grades 5 & 8) • Dictionaries are an allowable accommodation in a reading test for eligible students with special needs (grade 5) Dictionary used in test day must be the same type of dictionary used during instruction ASSESSMENT/RESEARCH/EVALUATION

  19. Testing Calculator Policy • Calculators may be provided as an accommodationin math for eligible students Calculator used in test day must be the same type of calculator used during instruction ASSESSMENT/RESEARCH/EVALUATION

Testing Procedures • Only students are allowed to erase their stray marks or darken answer-choice circles • When students are ready to submit their tests online, or turn-in their paper tests, the TEST ADMINISTRATOR must verify the answer documentand ensure that answers have been marked/entered prior to allowing students to leave the testing site • Test administrators must verify no other seals have been broken when collecting a student’s test materials ASSESSMENT/RESEARCH/EVALUATION

Summer CTC & Test admin Responsibilities Mark the appropriate score code and test taken information for each student tested that day Do not mark any document with an absence until the end of the week Return all testing materials to the campus test coordinator immediately after students finish testing. Report testing irregularities and security violations immediately to the campus test coordinator. Prepare statements for submission to TEA if involved in a testing irregularity. Coding Online Accommodations STAAR MANUAL pg. 37 • Click on the accommodations drop-down on Students Test Details screen • Indicate that an accommodation was made available, even if the student did not use it. • If no accommodations the field should be left “<select>” ASSESSMENT/RESEARCH/EVALUATION
