OPEDUCA • Operated by RCE Rhine-Meuse • AAAA-learning (anywhere, anytime, anyone, any device) • Cooperation between youth, parents, schools, businesses, social institutions, municipalities, etc • Regional partnership – all activities ‘close to home’, realistic, practical & results driven • Focus: development of future oriented learning process centred around schools & other learning orgs

OpenER (OUNL) • First Dutch experiment in OER offering short ‘taster’ courses (25 hours) for free from 2006 • Part of strategy to promote participation • Dutch only (foreign language a barrier) • Courses designed to: give good indication of main subject areas; show how entertaining learning can be; be attractive to OU students

  4. OpenER characteristics • Flexible, open, time independent, easily accessible • Investment in time & effort, not in $ • Technology = simple & inexpensive to use • Breeds familiarity with HE without stress • Compatible with strategic objective of promoting maximum participation in education

Possible future scenarios for OUNL • Participation through temptation • Spin-off – unforeseen target groups (and $) • Niche – Spinoza Award laureates create a ‘Hall of Fame’ for top Dutch scientists • New markets – Networked Open Polytechnic • OER expert – OUNL as OER spokesperson & champion in the Netherlands • Full OER – conversion of all educational programs & learning materials to OER

  6. OpenU • OUNL website providing LLL programmes and facilities • Contains information, communities & courses (Dutch only) in Informatics and Learning Sciences & Technologies • Other disciplines to follow

  7. OUNL as UNESCO Chair on OER • Community website targets global network of OUs and other institutions involved in projects, policy development and implementation strategies on OER

  8. WikiWijs • First national national strategic OER program worldwide • Aimed at developing OER materials from primary school level up to university • Teachers can develop own educational resources, store and share with colleagues • Combines open educational resources with ’closed’ resources (no free access) • Dutch only

  9. Intended effects of WikiWijs • Teaching quality - availability and user-friendliness of open educational resources an important precondition to using IT to improve quality. Enhances collaboration • Improving efficiency – time & cost • Improving services – can be used to structure teaching more flexibly and individually to improve learning quality, but they must be sufficient and correct resources
