County of Oxford Waste Management Strategy Background - Prior to 2002: • County has operated the County of Oxford Landfill at Salford since the 1986 opening. • Waste collection was the responsibility of the Area Municipalities • Municipalities had different waste collection programs and systems • On December 31, 2001 there were 5 different waste collection contractors operating in the County as well as the 2 Municipal collectors. continued

County of Oxford Waste Management Strategy Background - Prior to 2002: • In 1999 the County of Oxford undertook a Restructuring and Rationalization of Services study. • Waste management was one of the services that was recommened to be transferred to the County level • This recomondation was accepted by a Triple Majority Process in October 2000. continued

County of Oxford Waste Management Strategy Background: • County assumed responsibility for all aspects of waste management on January 1, 2002. • Amalgamate 8 separate waste collection systems into 1 County waste management program. • March 2002 - County Council set up a Steering Committee to recommend a County of Oxford Waste Management Strategy to County Council. • September 25, 2002 County Council accepted the recommendations of the Steering Committee for the short term waste management strategy. continued

County of Oxford Waste Management Strategy • The Steering Committee continued sitting through 2003 dealing with the Phase I implementation and developing a Phase II plan. • October 22, 2003 County Council accepted the recommendations of the Steering Committee for the Phase II component of the Waste Management Strategy development. • The Phase II Waste Management Steering Committee (WMSC) structure was accepted by County Council at the December 10, 2003 meeting. • The initial meeting of the Phase II WMSC was held on January 15,2004.

  9. Phase II Waste Management StrategyTerms of Reference The Phase II Waste Management Strategy report is scheduled to be presented to County Council at its October 27, 2004 meeting.

What is the Waste Management Committee doing? • The Committee has held 7 meetings. • The Committee has examined and recommended the Special Events and Collections to be offered in 2004. • The Committee has adopted a workplan to approach the development of the Phase II waste management strategy.

Waste Management Strategy Development • Task 1 - a comprehensive review of the current County waste management program. • Task 2 and Task 3 - an examination of various waste management options along with the costing of the options. • Task 4 - Public input. This will be an ongoing process and will overlap tasks 2 and 3. • Task 5 - Recommendations for County Council consideration.

Waste Management Strategy - Phase IIKey Areas • Some of the key considerations for the Committee in the development of a strategy will include: • What type of waste collection system to utilize (ie. co-collection, automated collection, 2 stream vs 3 stream)? • Processing of recyclable materials, how best to deal with the material? • Involvement in the Industrial, Commercial and Institutional (ICI) sector? • Effect of Provincial legislation (ie. WDO) • What special collections and events to offer and how to operate. • How to deal with organic materials.

  13. Waste Management Options - Tasks 2 and 3 • The initial identification of options and background information and will be gathered and examined by Public Works staff. • The data will be sent for peer review to verify the information and completion of a report for the Steering Committee. • The peer review will be conducted though a consultant, who will be retained by the Steering Committee. • All information will be brought forward to the Steering Committee for comment prior to completion of the final report for County Council.

  14. Public Input - Task 4 • This presentation is the initial stage of the public input process. This is the first opportunity for input and feedback on the process that is being utilized as well as any thought or suggestions for the strategy. • Two or three Regional public information sessions will be held for additional public input from ratepayers. • Targeted focus groups will be organized to gather targeted feedback from the residential sector, Industrial, Commercial, Institutional sector and the agricultural sector. • The public information sessions and focus groups will be conducted between now and mid-September.
