Local Language Computing Technology
The PAN L10n Project aims to promote local language use in Bhutan by enhancing skills in ICT tools such as writing, budgeting, and documentation. The training program includes general training and Training of Trainers (ToT), focusing on private institute instructors. Participants will receive hands-on experience in installing Dzongkha Linux OS, using basic office applications, and navigating internet browsers. Targeted at trainers, government employees, and the general public, this initiative strives to make local language ICTs accessible, overcoming challenges like technical knowledge gaps and limited resources.

Training Programs across PAN L10n Project Local Language Computing Technology
Overall Objective of Training • Promote local language • Develop skills and knowledge (writing spreadsheets, word document ) through ICT tools
Training Plan • General training • Training of Trainers -Focus on Private Institute trainers/instructors (Ultimate goal->outsourcing) • Offer training through the pvt. IT institutes (facilitate)
Basic Training • Installation & Configuration of Dzongkha Linux OS • Gnome Desktop • Basic Office applications (open Office) • Chat messenger • Iceweasel Browser
Target Users • Trainers/Instructors • Government Employees • Religious personnel • Common people
Training Methodology • Presentations • Discussions, Lectures • Practical learning • Training materials (print and PDF)
Trainings • Following the TOT the trainees have undertaken several sessions of training of end-users • Instructors from private training institutes play a key role in the training of end-users (promotion & awareness) • Facilitate trainings with or without financial support as an when needed
Feedback (M&E) • Satisfactory training • Trained end-users want refresher course to keep them updated • Difficulty faced while installing the localized software • Difficult terms/instructions • Wants to use basic office applications for office work (Internet browser, chat applications also were favored) • Demand for Advanced training
Behavioral change? • Pre-training survey • Post-training survey -confidence to use localized ICTs improved -knowledge & skills acquired -enthusiastic to promote and spread awareness
Challenges • Bringing access of local language ICTs to grass root levels • Difficult terrain and dispersed population • Limited private sector activities • High fees demanded for training • Difficulty of reading, writing & understanding Dzongkha (e.g, terms)
Continued……. • Prior dominance of Microsoft XP • Student’s preference does not include the localized option • Unwillingness to embrace ICTs • Lack of HR & Infrastructure
Future Plans • Include and identify additional stakeholders ->Non-Formal Education (NFE) beneficiaries {alternate form of education} ->CICs (Include Local Language computing as part of their program) (Target grass root communities)
Continued…… NFE program • Local language medium (reading & writing skills) • Targets the grass root population • 169 centers • Core subjects -> health, nutrition, hygiene, antenatal care, immunization, importance of education, etc.
Continued……. • 75% women ->NFE instructors/teachers cum localized software trainer ->Provide infrastructure (resources) ->Possibility of playing a dual role • Content development & Training
