  3. Update on Agenda for the Future

Agenda for the future Currently NCOEMS is: Developing “New” Test based on the Education Standards Transition Content- Already available Final stages of “Education” rule revisions Must go before Advisory Committee (Late 2013 or Early 2014) Public Comment (Early 2014) Anticipated enactment January-July 2015

NCOEMS Approved Transition Course for NREMT • Available first of November 2012 • Must submit a proposed course outline to their Regional Educational Specialist for approval. • Must inform all Providers taking the course that this content does not replace their current protocols (Local, NCCEP, State) or the approved medications and skills formulary that has been approved by the North Carolina Medical Board • Successful completion will be denoted by the OEMS Approved Educational Institution issuing an official completion certificate and reflection of such course is available on an official Educational Transcript.

  6. Revision of Course Hours

  7. New DOT and State Levels Emergency Medical Responder (EMR) Formerly First Responder (FR) 60 +/-hrs. Emergency Medical Technician (EMT) Formerly EMT-Basic (EMT-B) 150-190 +/-hrs of Didactic. Clinical and Field Internship TBD. Advanced EMT (AEMT) Formerly EMT-Intermediate/85 EMT-I/85 150-250 +/- hrs of Didactic. Clinical and Field Internship TBD. Paramedic Formerly EMT-Paramedic. Do not anticipate many changes here.

  8. Competencies for the EMS Student

Competency v/s Quantity • Competency-based • “DO NOT” use time and number of skills as a criteria to determine the quality of clinical education. • You should utilize a standard number for procedures and constantly assess the students competency. • Example- Minimum of 20 IV attempts • Example- Minimum of 80% success rate

Proposed Rule Summation10A NCAC 13P .0502 • New Rules- .0502 • a-1) Add age to test (17) • a-3) TSOP Graded by Level I or II (cleaner wording) • a-4-ABC) Added time and attempt options for written exam (9mos/3att, then remediation/refresher, 9mos/3att, not to exceed 18mos from graded date of course)

Proposed Rule10A NCAC 13P .0512 (New) • New Rule (Re-Instatement Lapsed Credential • 90 dayGrace Period to submit documentation to OEMS • 0-24 month specifics for all Levels. • All levels must take an initial after the 24 months except for AEMT and Paramedic • 24-48 month specifics for AEMT and Paramedic

  15. Proposed Rule10A NCAC 13P .0514 • New Rule- .0514 (Refresher Courses) • Refreshers course since the Educational Standards does not have the provision for refreshers. • This will benefit those who are expired and fall into the expired process or those unaffiliated

Proposed Rule Summation10A NCAC 13P .0605 (NEW) EMS EDUCATIONAL INSTITUTION REQUIREMENTS: ACCREDIATED • Must be CoAEMSP Accredited • Must present a copy of the Self Study and Executive Analysis to OEMS • Must have at least one OEMS Educational Staff Member present for the site visit • Must meet NC Specifics (Level II, NCCEP Medical Advisor) • NCOEMS Institution License will not exceed Five Years (60 Months) and will run in conjunction with the CoAEMPS Accreditation period

Background checks NC resident last 5 years without interruption- NC check only Not NC resident or resident <5 years without interruption- State and National check SBI fingerprints and fee $38 AOC downloads Complaint/ Investigation process Convictions Disciplinary Committee Denial, revocation, suspension

Convictions All convictions are reviewed: Upon each application made for an Initial/Renewal of Credential Daily AOC downloads Applicants selected for interview may include: Felonies & violent crimes Child abuse Sexual abuse / Harassment Substance abuse issues including DUI OEMS investigations

  21. EMS Disciplinary Committee Established by NC General Statute Composed of 7 members 2 EMS Medical Directors 1 representative of the NC Medical Board 1 EMS Administrator 1 EMS Educator 2 EMS Professionals (1 EMT-P) Make recommendations to OEMS Chief

  22. Co-AEMSP Accreditation

Institution Accreditation Required by NR by 2013 to test Paramedic Based on recommendations from National EMS Education Agenda for the Future Applicants must graduate from nationally accredited program (degree based or curriculum program) CE program in a community college will work Co-AEMSP (Committee on Accreditation of Education Programs for the EMS Profession) currently only body approved to accredit NCOEMS Advisory committee voted unanimously to purse Co-AEMSP for all Initial Paramedic Education Institutions

Repatronization of Military • Currently working with: • Community College System • Members from the North Carolina EMS Educators Association • North Carolina State University EMS Program • North Carolina National Guard • Intent is to develop transitional courses for Veterans and Active Military Personnel seeking to enter the civilian arena. • These courses will be built around their current Credentials and Job functions within the Military
