What is a Charter School? • Publicly funded educational institutions • Governed by a not-for-profit board of trustees • Can establish their own policies • Can design their own educational program • Can manage their own human and financial resources • Have a 5 year performance contract for high student achievement

  3. Financing Charter Schools • Basic tuition payments from the resident public school district (from property taxes and state aid) as calculated by SED • Payable in 6 payments on the first day of July, September, November, January, March and the balance by May • Failure to make these payments result in an automatic deduction in state aid due to the school district and paid directly to the charter school

  4. Financial Impact of Proposed Charter School • Projected year 1 enrollment of students is 105 • Basic tuition cost per SED for Newburgh $ 14,796 (per student) • Total estimated to be paid in year 1 $ 1,553,580 (105 x $14,796)

  5. Any additional state aid to cover this? • Charter School Transitional Aid is given if: • Enrollment exceed 2% of resident public school enrollment or • Charter school payments exceed 2% of TGFE (total general fund expenses)

  6. Would we qualify for additional aid? • Using Enrollment (2% rule): Proposed charter school enrollment 105 Current estimated district enrollment 11,900 105/11,900 = .88% = NO • Using projected payments (2% rule): Proposed tuition payment….$ 1,553,580 Estimated TGFE…………………..$228,476,074 1,553,580/228,476,074 = .68% = NO

  7. What is the net effect to Newburgh ECSD? • Causes $1,553,580 increase in the 2013-2014 budget without any identifiable savings • State aid for the proposed student population will not be realized until 2 years after the start • Given the tax cap laws with no additional state aid, the district will be forced to reduce current programs again as this payment alone for 2013-2014 would cause a property tax increase of 1.55%. An additional $739,800 would have to be budgeted for 2014-2015.
