    7. 7 Dimensions du Renforcement de Capacites en STI National (and local) government capacity to formulate and implement coherent S&T programmes and policies The capacity of government to formulate coherent STI policies and link them to development strategies: These include explicit STI policiesfor example, Innovation strategy, grant programs to finance R&D, to link R&D to the needs of industry, to foster a technology upgrading in local industry, to stimulate enterprise demand for R&D Import, adapt, and adopt knowledge produce elsewhere The capacity to acquire existing knowledge that was produced outside the country, adapt it for local use, diffuse it throughout the country, and adopt it locally. Produce and use new knowledge via R&D This may entail the capacity to conduct high-level basic research, alone or in partnership with leading, regional, global R&D institutes. Or it may entail building the capacity to find novel ways of solving local problems The capacity of the national workforce to engage in more knowledge-intensive production.
