  3. Capacity development – the concept • Approach? Process? Capacity building? • Refers to approaches, strategies and methodologies used by development stakeholders to improve performance at the individual, organizational, sector and broader system level.

  4. Capacity development – Objective • Objectives: • Enhance/utilize more effectively utilize, skills, abilities and resources • Strengthen understanding and relationships – of budgeting processes , roles and relationship among all budget stakeholders - Address issues of values, attitudes, motivations and conditions in order to achieve human development -

Capacity development – Principles applied to GRB • Development literature indicates that CD is based on: • Broad based participation and locally driven agenda – achievement of gender equality • Building on local capacities – our national partners • Ongoing learning and adaptation – Phase I, II and III • Long term investments – Phase I, II and III • Integration of actions at various levels to address complex problems – all levels of government

What capacities are needed for GRB in Mozambique? • Consolidation or changes in enabling environment for Sensitive plans, policies • Changes in the planning and budgeting institutions – systems and structures with lead planning and budgeting institutions as well as in sectors at all levels • Changes in knowledge, skills and abilities to ensure sustainability of gender responsive planning and budgeting.

  7. How do we intend to achieve that? Actions at all levels of Capacity Development Framework: Level/Dimension1 - Enabling Environment Phase III Action High level political commitment to GEWE and support to GRB Programme Based Budgeting New national development plan, plan of action on advancement of women • The context in which GRB III will take place which can be enabling or constraining

Level/Dimension 2 - Sector Phase III Action Lead Planning and Institutions; sectors at central, provincial and district level for undertaking Gender Responsive Budgeting and CSOs for gender budget advocacy and monitoring GRB training by Ministry of Planning and Development, Public Sector Training Institute and Eduardo Mondlane University - Where support is provided

  9. Level/Dimension 3 - Organizational Phase III Action Technical assistance Establishment of Planners and Budgeting Forum Project Coordination Group Project Steering Committee • Focus on organizational structures, processes and management issues includes support to institutional linkages

Level/Dimension 4 - Individual Phase III Action Planning and budgeting officers – MPD Public Training Institutions Trainers – Public sector Training Institute (ISAP) All public servants – from policy makers to local level staff – ISAP University managers and lecturers - UEM All Tertiary level students – UEM CSOs and other development stakeholders staff - UEM • Individuals as social or organizational actors and the way their skills and abilities contribute to the achievement of GRB III goal and ultimately national gender equality goals

  11. What we Expect to Achieve which is at the same time what we will be measuring and Methods? • Budgets and Budgets Processes fully incorporate gender equality to ensure that gender equality commitments will be affectively implemented; • Capacity development impact assessment tool
