Introduction • At its 20th Meeting, the Board decided that: • For Round 10: • Tentative launch date on or about 1 May 2010 • Tentative submission deadline on or about 1 August 2010 • Confirmation at the 21st Board Meeting Rd 10 substantially based on Rd 9 materials Rd 11 will have more comprehensive changes with full implementation of the Architecture Review

Round 10 Timeline: Key Phases 2wks: Translation, proof reading, and final launch preparation of R10 application materials 1wk: Finalization of R10 application materials pending 21st Board decision points 8 wks: Screening for eligibility and completeness, proposal translation, IBRs, document preparation for TRP 6 wks: Road shows and regional workshops to communicate R10 key messages Prior to BM: R10 Application MaterialPreparation 3 wks: R10 LaunchPreparation 2 wks: BoardReview 2 wks: TRP meeting 4 wks: TRP Report Preparation 12 wks: Round 10 Application Development 8 wks: Screening Period 15-17 December: 22ndBM 28-30 April: 21st BM May: R10 launch TBC August: R10 submission deadline TBC 1st week October: Replenishment (R10 demand estimate available) Pre-Launch Proposal Development Review- Approval

  5. Changes for Round 10 Types of changes for Round 10 Proposal Form and Guidelines: • To facilitate voluntary transition to a single stream of funding (SSF). • To incorporate existing Board decisions not fully reflected in Rounds 8 or 9. • Routine and administrative updates.

  6. Rd 10 Proposal Form is based substantially on Round 9 with changes to reflect previous Board decisions: Gender Equality Strategy Sexual Orientation and Gender Identity Strategy TB/HIV PMTCT (Enhancing the Global Fund's response to HIV/AIDS) Private Sector / In-kind donations Community Systems Strengthening Changes to the Proposal Form & Guidelines

  7. Stakeholder input • Stakeholder consultations are underway and will continue: • Cross-Secretariat • Relevant technical partners • Technical Review Panel members • PIC sub-committees • Respects Board timelines anticipated for the delivery of Rd 10 More extensive consultations are anticipated in advance of the major changes to Rd 11

  8. PIC sub-committees • PIC meeting elicited discussion in specific areas in order to bring forward clarification on approaches related to: • Value-for-money • Pharmacovigilance • Technical assistance • Three sub-committees have been formed in order to address the areas above

  9. Gender Equality Strategy & Sexual Orientation and Gender Identities Strategy • Enhanced guidance on representation and CCM membership • Prompts related to CCM expertise in issues related to gender / sexual minorities • Ensuring consistent use of terminology (e.g. key populations) • Enhanced guidance to strengthen epidemiological and behavioral data on key populations • Guidance for non-CCM applicants

  10. TB/HIV collaborative activities • Prompts for applicants to describe how collaborative activities are included in the Proposal Form • Prompts for applicants to describe how national planning related to TB and HIV strategies are integrated (or not)

  11. PMTCT • Further age disaggregated options presented on Proposal Form for boys and girls • Guidance to applicants to include outreach services for pregnant women

Private Sector Enhanced wording in Proposal Form to elicit: • Description on how private sector co-investments,  donated goods or services, or other activities that are allied with the private sector complement Round 10 proposal • Description on how private sector co-investments are linked with objectives and SDAs  of Round 10 proposal 

  13. Community Systems Strengthening (CSS) • Enhanced guidance to applicants related to the new CSS framework being developed with partners and the Secretariat • Prompting for applicants to include information related to community and/or CSO partnerships • Enhanced referencing to include community systems in the context of health systems

  14. Closing • Board approved Rd 10 materials and confirms launch date at its 21st meeting, 28-30 April • Only 12 weeks for proposal development • Collaboration on ‘Road Shows’ • Rd 11 major changes (mandatory SSF and new on-line application system)
