  7. ISD Responsibility with FY 12 Formula Partners • 2011-2012 formula grantees within an ISD must be under the same consortium option • Multiple ISDs may form a larger consortium • Two Consortium Options

Option One Option Two • Pass-through of funds. • Serve children based on the allocation to each grantee • Will generate individual MEGS budgets • Grantees may subcontract to agencies or LEAs • ISD responsible for oversight of application • ISD may retain up to 5% • 10% admin cap on each grantee/ISD budget • Serve children based on the allocation to the entire consortium • Will generate one budget in MEGS • Grantees may subcontract to agencies or LEAs • ISD responsible for data and program quality • ISD actively manages enrollment throughout the region • ISD coordinates services and ECS support • ISD may retain up to 10%

Not interested in FY12 GSRP? • Rejected membership will result in GSRP slots (funding) returned to the state for redistribution. • Option 1: possibility to subcontract • Option 2: flexibility to use slots elsewhere

  11. 2011-2012 Applications • ISDs are the only eligible applicants • MEGS application will not be changed significantly from FY11 • ISD oversight of application • ISD responsibility to submit application.

The Early Childhood Specialist: Key to Quality • The ECS must have: • Graduate degree in early childhood education or child development • Five or more years of relevant job experience • Specific professional development • The ECS: • Leads Program Evaluation-online PQA • Mentors Staff • Creates Relevant Professional Developmental Plans • Advocates for Quality

  15. Online PQA Benefits • Increased reliability of scores • Can be viewed at ISD and MDE level • Generates reports to aid planning • Training on use from HighScope • $25 per GSRP classroom
