  3. 1. Why do we have this presentation? Because FAO wants to formulate more GEF projects. FAO Representations play a critical role!

  4. 2. A Quick Summary: What is GEF?

  5. What kind of project can be funded by GEFTF? The GEF fund projects that contribute to GEF Focal Area Objectives and Outcomes under Focal Area Strategies (GEF-Results Based Management (RBM)). Please have a look at: - Biodiversity Results Framework - Climate Change Mitigation Results Framework - Land Degradation FA Results-Based Management Framework - GEF 5 International Waters (IW) Results Framework - Chemicals Results Framework - SFM/REDD-plus Results Framework http://www.thegef.org/gef/GEF5_Strategies

  6. What is LDCF/SCCF? LDCF/SCCF fund adaptation projects! SCCF Available to all developing countries, parties to the Climate Convention Established to support Adaptation and Technology Transfer activities, short and long-term 41 adaptation projects approved, 6 for technology transfer LDCF • Established to address the special needs of LDCs under the Climate Convention • Only existing Fund mandated to finance the preparation and implementation of NAPAs • 49 NAPAs funded already and 76 LDCF projects approved

  7. Eligibility Criteria What kind of project is eligible for GEF & LDCF/SCCF? LDCF & SCCF: • Contribution to CCA objectives and outcomes under “Strategy on Adaptation to Climate Change” (GEF-RBM) • Additional cost principle • Different approach to baseline and co-financing • No global environment benefits needed • No STAR (USD20M ceiling for each LDC) GEF TRUST FUND: • Contribute to FA objectives and outcomes (GEF-RBM) • Incremental cost principle • Baseline and Co-financing • Global environment benefits • System for Transparent Allocation of Resources (STAR)

Other fund managed by GEF Nagoya Protocol Implementation Fund (NPIF): NPIF fund projects that: • Pursue opportunities leading to actual Access & Benefit-sharing (ABS) agreements between users and providers of genetic resources • Promote technology transfer and private sector engagement • Allow countries to gain information to review capacities and needs on ABS with focus on existing policies, laws and regulations

What opportunities are open to us to expand GEF project portfolio? • LDCF: ceiling raised to USD20M per each LDC • STAR under GEF-5 (July 2010- June 2014): still some money available for us • NPIF: new business opportunities • SCCF: not much money, but if you have a good project idea why not go for it • POPs and IW: outside of the STAR, first come first served

  10. Key Message 4. How can FAO have more GEF projects? and How can you help? Meet with OFP!

Operational Focal Point (OFP) Designated to be responsible for operational aspects of GEF activities • Endorsesproject proposals, confirming that these are consistent with national plans and priorities: a signed Letter of Endorsement from the OFP needed Why do we need to meet with OFP? • Decides which agency should be given money to formulate a project • Knows how much money is left in STAR and LDCF • Might have a project idea to be developed by FAO • Invites you to interesting meetings/workshops: but won’t invite you if they don’t know that FAO is active in GEF business!

What I would like to encourage you to do is to: • Meet with OFP!: FAOR, you and one more dynamic staff in you office; • Organize regular consultation meetings between FAOR and OFP: once a month; • Let you and/or the dynamic FAO staff build a rapport with an officer who works for OFP; • Meet with OFP together with your partner in MoAgri.; • Get invited to meetings, workshops and events that are related to GEF/BD/CC/LD/MEAs; • Start thinking about GEF-6 (July 2014-); and • Contact me and ask any questions you have.

Summary • FAO wants to develop more GEF/LDCF projects. • FAO has to be more aggressive in pursuing LDCF opportunities. • There would still be money available under GEF-5. • FAO Representations are expected to play a critical role in expanding GEF/LDCF portfolio. • Please meet with OFP and discuss collaboration. • Let’s start thinking about strategy for GEF6.
