Governance (18 total votes) • 5 Pacific States, plus 1 each from: PR, USVI, Pacific Territories, US East Coast States, US Gulf Coast states, NOAA, FEMA, USGS, NSF • Apportioning appropriated funds • Proposals from NTHMP member states/territories. Based on threat, past work, current/future need • Voting – recommend to NOAA how appropriated funds are allocated. • 18 votes total: 1 vote each for AK, WA, OR, CA, HI, Pacific Territories, Puerto Rico, USVI, East Coast states, Gulf Coast states; 2 votes each for NOAA, FEMA, USGS, NSF. • Chair votes in the event of a tie
