What does Plan Colombia aim to achieve? • Plan Colombia was initiated in 2000, by the Clinton Administration with support from Colombian President Andres Pastranas in order to to: • Build and strengthen public institutions throughout Colombia. • Reduce the illegal drug trade. • Revitalize the economy. • Advance peace talks between the Government and guerrilla organizations, to negotiate a comprehensive peace agreement with armed insurgents.

How will Public Institutions be Strengthened? • The judicial system and Armed forces will be modernized and reformed. • Local and National governments will be trained in protecting and defending human rights. • Plan Colombia will focus on the half of the country who produces coca plants. The goal is to make investments in alternative economic development for the farmers who grow coca.

How Will Drug Trade be Reduced? • The government wants to reduce narco-trafficking by 50% in the next five years. • This will be achieved through the destruction of coca crops and through alternative crop development for farmers. • Infrastructures and distribution networks will also be destroyed.

  5. How will the Economy be Revitalized? • Creating new employment opportunities and expanding international trade. • Foreign investments will also help the economy. • Cannot destroy coca plants without providing financial assistant to poor coca farmers. • “Social Safety net” for poorest members of the society.

  6. How will Peace be achieved? • Negotiations and destruction of illegal profits. • Drug trade funds will be cut by military violence.

What are Plan Colombia’s Successes? • Almost 34,000 peasant farming families have voluntarily signed eradication agreements to receive alternative crop development aid. • 49,000 acres were eradicated by 2002. • Authorities have destroyed enough coca plants that would have produced over 300 tons of cocaine.

More Successes • Colombian Government is investing $900 million dollars for various social institutions. • Local infrastructures have hired many unqualified workers to boost the economy. • Subsidies are given to poor families in exchange of keeping their children in school. • Roads, rivers, and other infrastructures have been built to improve the country.
