The Requirement • The ILO Consumer Price Index Manual is comprehensive but some CPI practitioners, especially in developing countries, have found that its comprehensiveness has made it awkward to use as a day-to-day source of guidance, particularly on practical issues. • IWGPS agreed that: • a supplementary handbook should be written, focusing primarily on practical matters, providing guidance and solutions to particular issues facing the compilation of CPIs in the developing world. • new handbook should not be seen as a replacement for the Manual, but as a supplement. • ONS leading the production with a deadline for completion of a good first draft which as gone through a proper editing and review process is 31 March 2008.

Progress • Initial information gathering exercise complete – February 2007 • Co-editor recruited – February 2007 • Working Title, Structure and Plan agreed by IWGPS – February 2007 • Primary author and co-author for each chapter recruited – March 2007 • Primary and co-author produce a first draft of each chapter - by October 2007 • Progress at end-August was as follows: • Drafting had begun on all but 4 chapters. • 2 chapters had been signed off by both the primary author and co-author and submitted to ONS. • 15 more chapters were near to being finalised between the two authors.

Review A fundamental part of the review process for the handbook is to engage CPI practitioners in developing countries - to ensure that the handbook fully meets the needs of what we see as the key audience. • To further aid the review process: • The African Development Bank (AfDB) have offered to coordinate a review in Africa in order to take full advantage of their extensive contacts. • We have created an interactive discussion group using ‘Google Groups’ which will be used to provide a forum for authors and reviews to actively discuss drafts.

  6. Outstanding Issues • Aside from the tight timescale there are some other issues which require resolution: • There are some key areas yet to be agreed that will be taken forward by the IWGPS, namely: • Training Workshops • Publication Arrangements • Communication Strategy • Possible implications for the ILO manual as a result of the handbook. For example instances may have been identified, during the course of putting together the handbook, where further guidance is necessary in the manual. • Engagement of parts of the developing world apart from Africa
