6. 6 Intent of the Rule Help ensure a qualified workforce Reduce the probability and consequence of incidents caused by human error. A few of the requirements of the rule are: Written qualification program. Ensure through evaluation that individuals performing covered tasks are qualified.

7. 7 Covered Task Performer General Responsibilities Some general responsibilities for individuals performing covered tasks are listed in the following slides. If you perform covered tasks on a DOT jurisdictional pipeline you must be qualified in accordance to the BPXA OQ Plan which generally includes: Successful completion of General Abnormal Operating Conditions training which is available on the Oil Industry Toolbox. Successful completion of an evaluation by an approved qualification provider. Your company chose a provider from a BPXA approved list of providers. Documentation of evaluation being properly filed in ISNetworld. You may perform covered tasks if you are not OQ qualified only if you are directed and observed by an OQ qualified individual. This qualified individual must adhere to the Span of Control requirements. Those requirements are listed on the next slide. Documentation and evaluation are probably the most sensitive activities that can affect the credibility of the OQ Program. It is important that the Evaluator follow the OQ Plan and the flow set out in this training. The Evaluator has direct effect on both qualification documentation and the evaluation process. 8. 8 Covered Task Performer General Responsibilities BPXA will allow individuals (including employees and contractors) that are not qualified, to perform a covered task for BPXA within the span of control parameters, provided the following conditions are met: The non-qualified individual(s) must be directed and observed by an individual that is qualified in that specific covered task. The qualified individual has no obstructions or excessive distance between the non-qualified individual(s) and the qualified individual, which would impede the qualified individual�s ability to directly observe and take immediate corrective action. A qualified individual may direct and observe more than one non-qualified individual performing different covered tasks. If the covered tasks are happening simultaneously the qualified individual must adhere to the most restrictive span of control for a given task. For example, if one of the tasks has a span of control ratio of 1:5 and the other has a span of control ratio of 1:2, the qualified individual could only direct and observe two unqualified individuals doing any combination of the two covered tasks. The ratio of qualified individuals to non-qualified individuals (span of control) is listed in the Covered Task List in ISNetworld.
