  2. History Founded in 1992 by the governments of the EU, Japan, the USA, and Russia; operations began in 1994 in Moscow • Following years Norway, S. Korea and, in 2004, Canada, joined as Funding Parties • Headquarters in Moscow with Branch Offices in Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan and Tajikistan • Inter-governmental organization with the status of diplomatic mission • Unprecedented agreement establishing institute access, tax immunity, and indemnification privileges
