Direction • Strong support at Ministerial level (MFEC) for immediate development of National Waste Management Strategy/Plan. • This will replicate Regional Waste Strategy and form basis for implementation at National level. • Ensure Waste Management is done in a more organized co-operative & coordinated manner.

Are there any Progress?? • Real progress is far from achievement without National Waste Management Strategy & Action Plan & Sustainable Waste Management Mechanism in place. • On-going stakeholders commitment and support contributes to some extend of achievements. • Honiara City Council & Ministry of Health & Medical Services involve directly in most of the Waste Management Project.

Development • Enforcement of relevant legislations. • Cost effective Management System in place. • Capacity building • Waste Minimization programs • Communication & awareness • Research & Data Analysis • Stakeholders Participation • The development of National Waste Management Strategy & successful implementation is necessary through:

  5. Constraints (RSWMS) ECD as Lead Agency in Implementation of RSWMS. • Insufficient staff & capacity (ECD) to co-ordinate the work. • Financial difficulties. • Lack of stakeholders collaboration & responsibility. • Inadequate Gov’t & political support due to lack of knowledge & awareness.

Other Limitations Other issues faced (by relevant stakeholders) involving in Waste Management includes: ∙ Limited capacity & appropriately trained staff. ∙ Insufficient/unsustainable financial resources. ∙ Lack of infrastructures & facilities, especially collecting, storage and treatment facilities. ∙ Weak legislation & enforcement. ∙ Lack of knowledge, directions & responsibility.

Recommendations There is a need for: • Immediate Development of National Waste Strategy & Plan (Technical & Financial Support). • Capacity Building & Training. • Waste Economic Valuation & Implications. • Proposal for assessment & establishment of Sustainable WM Financial Mechanism through appropriate legislation. • Review relevant Waste Management Legislations for enforcement. • Education & Awareness Programs. • Waste Mitigation, Reuse & Recycling Programs. • Improvement of Landfill site, infrastructure & treatment facilities.
