Ice Storm Ice storms tend to pass over or to the north and/or west of Philadelphia. These lows are usually weak to moderate low pressure systems. Moderate or strong high pressure is usually positioned to our north or northeast. The two main factors that differentiate ice storms from snowstorms is the track of the low pressure and the position and strength of the high pressure. H L
