A Healthy Future for Bournemouth & Poole- Annual Check-Up National Context • Long standing policy goal – Minister was shadow for years • GPs and local people to have more say in the £60bn NHS budget • Coalition government • HWBs to be democratically accountable bodies • Health & Social Care Bill ( enacted early 2012?) • Affordability of NHS • Demographic change • Increasing availability and cost of medical treatments • Overall financial context • Already had 1 pause / listening exercise • .....

A Healthy Future for Bournemouth & Poole- Annual Check-Up Local Authority perspective 3 areas of change:- • HWB set up as statutory committees of the Executive • Healthwatch to replace LINks to represent the public & empower local people to have their say about quality of Health & Social Care • Local Authorities to take over responsibilities for Public Health

  4. A Healthy Future for Bournemouth & Poole- Annual Check-Up Poole context (1) • High satisfaction as place to live • Generally good health • Inequality issues • Demographic change • Severe financial restraint • This isn’t the only major change we face • ...

A Healthy Future for Bournemouth & Poole- Annual Check-Up Poole context 2 • Strong commitment to partnership working – dealing with a broad range of Well Being issues • Originally thought that Local Strategic Partnership would become HWB • More likely that HWB concentrate on key drivers and have a strong Health & Social Care focus • Already share infrastructure “below” HWB dealing with a range of commissioning strategies

A Healthy Future for Bournemouth & Poole- Annual Check-Up What is HWB (1) • Local Authorities have a duty to establish HWBs to lead on improving strategic co-ordination across the NHS, Social Care, Children’s Services Public Health • They will provide a framework for collaboration & engagement - • If they try to cover everything - they’ll fail

  7. A Healthy Future for Bournemouth & Poole- Annual Check-Up What is HWB (2) • Agree the JSNA • HWB Strategy ( to inform plans) • Agree the Health & Social Care commissioning plans:- • Health social care • Children's services • Public health • .....

A Healthy Future for Bournemouth & Poole- Annual Check-Up JSNA • Necessary Research &Intelligence to demonstrate that decisions are based on analysis of need • Provides easy access to headlines and a route to the detail • Will identify social determinants e.g. • Housing • Poverty • Community safety

  9. A Healthy Future for Bournemouth & Poole- Annual Check-Up What will HWB look like? • No detail until the Autumn • Function of LA executive • Minimum requirements for membership • Must be effective & inclusive • LA retains Overview & Scrutiny function • Approving / agreeing / vetoing ?????

  10. A Healthy Future for Bournemouth & Poole- Annual Check-Up Local Options for HWBs (1) • Originally thinking - 3 HWBs • Balancing focus with scale • Moved away from 3 HWBs • Reflecting larger CCG • Reflects locality differences

A Healthy Future for Bournemouth & Poole- Annual Check-Up Local Options for HWBs (2) • Next question - 1 or 2 for conurbation? • Proposal is for 1 for conurbation • Better strategic view • CCG group preference • Already many joint commissioning strategies – • Feedback from vol sector and other public bodies

A Healthy Future for Bournemouth & Poole- Annual Check-Up Board membership • Minimum requirements • Flexibility to develop own arrangements above that • Needs to balance representation and effectiveness • Proposal:- • 2x2 Local Authority Portfolio Holders • 2x2 Local Authority Directors • 2x Healthwatch representatives • Director Public Health • 2 x CCG reps • Shadow Board from March ( need PCT & LINks representation)

A Healthy Future for Bournemouth & Poole- Annual Check-Up Some Personal Hopes and Fears Hopes Fears Try to do too much ... too quickly Not enough attention on change management Become politicised NHS and Local Authorities “squabble” • Delivers better outcomes • Invests in “keeping well” • Better joining up • Focus on big issues • Join up with other partnerships • Harness potential of local community • Maximises local intelligence
