Carroll’s Strengths and Weaknesses Strengths: Weaknesses: Carroll County is the 5th healthiest county in MD Organizations and government collaborate Strong educational and library systems from K to college level Well supported and active senior center system Local leadership focused on individual priorities not critical state/national issues and trends Transportation system is limited inside county and not connected to other jurisdictions Limited access and funding for mental health services Lack of affordable housing Lack of broadband/fiber optic available for home/business Lack of a Master Plan

  4. Top Trends Social/Demographic Aging of the County. By 2030 25% of the population in CC is anticipated to be 65 and over – risk for lower tax base/high demand for all services Anticipated increase in demand for services for Veterans Anticipated increase in non-English speaking residents

  5. Top Trends Technology Broadband and Fiber Optics are the mode of communication necessary for successful community integration Cost of mandated technology not reimbursed by payer sources Cost of IT support cost-prohibitive to local non- profit business Volume purchasing for services and support

  6. Top Trends Economy Graying of the workforce Less need for agriculture space Healthcare costs are being shifted from employer to employee Retirement costs are being shifted from employer to employee Stagnant economic growth and limited investment

Top Trends Education Re-education is needed for displaced workers and/or 2nd career students Due to slow job market students may stay in the educational system longer Community college and on-line learning are options to lower the cost of a degree Vocational education programs needed to prepare adults for employment

  8. Top Trends Environment Access to water and waste management limits growth potential and what is built is high-priced Master Plan is outdated Commuter population is generally single driver focused and high polluter Infrastructure is outdated and not maintained

  9. Top Trends Politics/Government Lack of a Master Plan limits single vision from leadership Voter apathy is rampant Local leadership must be able to effectively dialogue with state and federal leadership to gain support for local needs Isolationism is not a realistic approach

Opportunities and Threats Social and Demographic Trends Opportunities: Threats: Employment opportunities exist for care giving of increased senior population Skilled volunteer pool from retirees Currently there are not enough trained care givers or facilities for chronically ill population Lower tax base but higher demand for all services

  11. Opportunities and Threats Technology Opportunities: Threats: Expanded access to Broadband and Fiber optics and IT support would attract new business ventures and/or promote tele-commuting. Tele-health is an expanding, cost-effective means of providing health care. Ever-increasing cost of technology is currently cost-prohibitive for government, businesses and agencies. Unfunded mandates for technology compliance

  12. Opportunities and Threats Economy Opportunities: Threats: Business development is essential for a healthy tax base. Geriatric Care Expand transportation resources Lack of affordable housing Access to potable water resources Transportation and lack of adequately maintained infrastructure

Opportunities and Threats Education Opportunities: Threats: Continued and re-education of workforce Health care careers Special needs populations such as autism spectrum and physically disabled need education for employment Re-training for veterans Transportation Cost of college level education Increased volume of veterans and non-college bound persons who need skills for employment

Opportunities and Threats Environment Opportunities: Threats: Be more “green” through development of mass transportation and IT infrastructure Develop a current and on-going “smart growth” plan Water access limits growth of affordable housing units “Ag preservation” versus commercial/residential needs of county

Opportunities and Threats Politics and Government Opportunities: Threats: Agencies and Non Profits can provide Government and community leadership with information on current and project trends and issues. Change to county executive form of government Lack of a single vision/ consensus for current and future growth Lack of “voice” in State and Federal politics

  16. Ideal Carroll County Engaged and responsive community that shares it’s resources generously to benefit each citizen. Carroll County in 2030 will be a viable, healthy community that provides and supports the necessary services to meet the needs of a diverse population. Citizens participate actively in the community and governmental affairs to come to consensus on one vision. A community where people live and work; care for those in need of assistance; and respect and value others.

  17. Comments, Questions • Our cluster group was concerned that all voices (e.g. agriculture, business community (including for profit health care providers), and young people) were not represented in the larger group.
