  2. Overview • Key proposals adopted at the 2011 NCAA Convention. • Roundtable discussion of a review of legislation and processes to ease administrative burden and bureaucracy. • Roundtable discussion of basketball recruiting legislation.

  3. Key Proposals Adopted at the 2011 NCAA Convention

  4. Proposal No. 2011-5 • Intent: • Change to start date for weight training, conditioning and skill instruction. • Applies to basketball; swimming and diving; indoor and outdoor track and field; and wrestling. • Change to start date for preseason practice and competition. • Swimming and diving; indoor and outdoor track and field.

  5. Proposal No. 2011-5 • Application – Weight training, conditioning and skill instruction • Old rule: September 7 or the institution’s first day of classes, whichever is earlier. • New rule: September 7 or the institution’s fourth day of classes for the fall term, whichever is earlier.

  6. Proposal No. 2011-5 • Application – Preseason practice and first date of competition (swimming and diving and track and field). • Old rule: September 7 or the institution’s first day of classes, whichever is earlier. • New rule: September 7 or the institution’s fourth day of classes for the fall term, whichever is earlier. Effective : August 1, 2011

  7. Proposal No. 2011-5 • Official Interpretation • Issued November 4, 2010. • Determination on how to determine the fourth day of classes. • Incorporated into the Manual following the Convention.

  8. Proposal No. 2011-6 • Intent: • Change to start date for weight training, conditioning, skill instruction and practice and competition in the nonchampionship segment. • Applies to baseball; golf; lacrosse; rowing; softball; tennis; and indoor and outdoor track and field.

Proposal No. 2011-6 • Application: • Old rule: September 7 or the institution’s first day of classes, whichever is earlier. • New rule: September 7 or the institution’s fourth day of classes for the fall term, whichever is earlier. • Indoor and outdoor track and field. Effective: August 1, 2011

  10. Proposal No. 2011-6 • Official Interpretation • Issued November 4, 2010. • Determination on how to determine the fourth day of classes. • Incorporated into the Manual following the Convention.

  11. Proposal No. 2011-7 • Intent: • Change to permit the following activities outside of the playing season during the academic year: • Skill instruction and/or team activities; • Maximum of two hours per week.

  12. Proposal No. 2011-7 • Application – Must be in a specific calendar period for team activities. • Fall sports – first day of classes in the institution’s second term through February 15. • Winter and spring sports – beginning of the institution’s academic year through the day before the first permissible practice date. [Note: Skill instruction permitted during these times.]

Proposal No. 2011-7 • Noncontroversial proposal – Change the time period for team activities for winter and spring sports. • Old rule: Beginning of academic year through the day before the first permissible practice date. • New rule: Beginning of academic year through the day before the institution’s first practice date.

  14. Proposal No. 2011-7 • Application – Skill Instruction: • All sports except football – Outside the season after the Division II championship through one week before the beginning of final exams. • Limited to skill instruction only! Effective: August 1, 2011

  15. Application of Life in the Balance Proposals • Indoor and Outdoor Track and Field: • Included in Proposal Nos. 2011-5 and 2011-6 for consistent application. • Wrestling (see Proposal No. 2011-11): • First practice – October 10. • First date of competition – November 1.

  16. Application of Life in the Balance Proposals • Start date for skill instruction and/or team activities for winter and spring sports: • Old rule: First day of classes in the fall term. • New rule: September 7 or the institution’s fourth day of classes for the fall term, whichever is earlier.

  17. Proposal No. 2011-16 • Intent – Allows employment of a prospective student-athlete (PSA) at institutional camps or clinics. • Paid for work actually performed/at the going rate. • Completed senior year and competition in the sport(s). • Limited to performing general supervisory duties. • Pay not permitted for lecturing or demonstrations.

  18. Proposal No. 2011-16-1 • Intent – Amends the main proposal. • PSA signed NLI or written offer of aid/admission. • May only work at the institution where signed commitment. • PSA who has not signed. • May work at any institutional camp or clinic. Effective: Immediate

  19. Proposal Nos. 2011-16 and 2011-16-1 • Employment of PSAs at an institution’s sports camp or clinic. • Old rule: Not permissible to employ PSAs. • New rule: May employ PSAs, provided conditions are met.

Proposal No. 2011-18 • Intent – Set conditions to use a nontraditional course to meet NCAA core-course requirements. • Instructor and student-athlete (SA) must have ongoing access to each other and regular interaction to teach, evaluate and provide assistance. • SA’s work is available for review and validation. • Defined period of time for completion of the course.

Proposal No. 2011-18 • Application: • Limited to nontraditional courses for initial eligibility. • SA cannot self-pace or teach themselves. • Interaction that is optional or available (but not required) does not meet the requirement. Effective: August 1, 2011, for SAs initially enrolling full time in a collegiate institution on or after August 1, 2011.

  22. Proposal No. 2011-19 • Intent – Require two-year college transfers who are not qualifiers to meet topic specific credit hour requirements. • In addition to the current requirements, must also have successfully completed the following: • Six semester or eight quarter hours of English; and • Three semester or four quarter hours of Math.

Proposal No. 2011-19 • Application: • English and math hours required for partial and nonqualifiers only. • Credits must be transferrable to any baccalaureate degree program at the certifying institution. • Remedial courses may not be used to satisfy the requirement. Effective: August 1, 2011, for SAs initially enrolling full time in a collegiate institution on or after August 1, 2011.

  24. Proposal No. 2011-19 • Official Interpretation • Issued November 4, 2010. • Determination that a partial or nonqualifier who graduates from the two-year institution is not required to meet the English and math requirement. • Incorporated into the Manual following the Convention.

  25. Proposal No. 2011-20 • Intent – Exception for "4-2-4" transfers who graduate from the two-year institution to be immediately eligible. • Old rule: Must have attended the two-year institution for at least two semesters or three quarters and graduate. • New rule: Attends the two-year institution for only one semester or one quarter and graduates.

Proposal No. 2011-20 • Application: • Not subject to the 25-percent credit hour requirement for graduation from two-year college. • Exception not applicable when a transfer attends the two-year college for more than one semester or one quarter. Effective: August 1, 2011, for a two-year college transfer SA with previous four-year collegiate attendance enrolling at a Division II institution on or after August 1, 2011.

  27. Proposal No. 2011-20 • Official Interpretation • Issued November 4, 2010. • Determination that a partial or nonqualifier who graduates from the two-year institution is not required to meet the English and math requirement. • Incorporated into the Manual following the Convention.

  28. Proposal No. 2011-22 • Intent: • Permits competition during the nonchampionship segment without using a season of competition. • Applies to baseball, softball and men’s and women’s lacrosse.

  29. Proposal No. 2011-22 • Application: • Academically eligible at the beginning of the academic year. • Official interpretation: • Issued March 9, 2011. • Requires final academic and amateur certifications prior to any competition in the nonchampionship segment Effective: August 1, 2011

  32. Winter Break Update • The NCAA Division II Presidents Council charge to study the feasibility of creating a 10-year rolling calendar • Maintain the seven consecutive day break. • Address years when December 20 falls on a Friday, Saturday, Sunday or Monday.

  33. Winter Break Update • 2012 NCAA Convention proposal to specify that the winter break shall begin on: • December 20; • The following Monday if December 20 falls on a Friday, Saturday or Sunday; OR • The following Tuesday when December 20 falls on a Monday.

  36. Background • Charge from the Presidents Council and the chancellors and presidents who attended the 2010 NCAA Chancellors and Presidents Summit. • NCAA Division II Legislation Committee to lead review of Division II legislation and processes.

  37. Goals of Review • Ease of compliance burden. • Better time management. • Potential cost savings.
