  23. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN ORGANIZATION (0 – 2 YEARS) • Are HQ/MAJCOM staffs adequate to support forward deployed in-theater war fighter requirements ? • What is the optimum staffing levels for HQ/MAJCOMs ?

  24. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN ORGANIZATION (0 – 2 YEARS)

  25. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN ORGANIZATION (0 – 2 YEARS) • We need to develop a base by base plan to transfer ATC operations to the FAA and/or host nation as needed. • Can we use contract or GS civilian Spanish speaking controllers in Soto Cano or Moron ? • We need to establish policy and procedures to ensure ATC and AM support for Unmanned Vehicles.

  26. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN ORGANIZATION (2 - 5 YEARS)

  27. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN ORGANIZATION (2–5 YEARS) • We need to execute a plan to reduce, convert or consolidate radar services as needed. • Implement plan to convert or contract tower operations as needed.

  28. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN ORGANIZATION (5 - 10 YEARS)

  29. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN ORGANIZATION (10 - 25 YEARS)

  30. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL Ensure personnel policies and programs are in-place to train, recruit and retain skilled air traffic control resources over the next 10-15 years to support our national defense objectives.

  31. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL (COMPLETED ACTIONS) Recruiting • Approved 6 year ATC enlistment 98/2 • Added to Prior Service Program 98/3 • SAF/MI submitted request to remove DOD age 31 restriction on hiring prior 99/4 service controllers • Air Staff approval to competitive source and/or hire civilian controllers (up to 250 00/1 positions)

  32. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL (COMPLETED ACTIONS) Retention • SRB increased (Zone A – 5.0, Zone B –6.0, 00/2 Zone C – 5.0) • Stopped ATC retraining 98/3 • Approved 2 year HYT waiver 98/4 • Phoenix Controller Program 99/3 • Foreign language pay for Spanish 98/4 Speaking controllers

  33. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL (COMPLETED ACTIONS) Training • Removed Year-of-Training limitations 98/3 • Eliminated 7-level CDCs 99/2 • Implemented AOF Web 98/4 • Increased annual student production 99/1 rate at technical school to 650

  34. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL (COMPLETED ACTIONS) Utilization • Approved limited use of position 98/3 certified 3-level apprentice controllers • Approved use of one 7-level Watch 98/2 Supervisor qualified controller on mid shifts

  35. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL (0 - 2 YEARS)

  36. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN Selective Reenlistment Bonus Policy Current AF/DP policy is to retain SRB rates for a least 12 months to ensure the change achieve desired results. AF/DP will lower or change SRB sooner if functional for AFSC request the action.

  37. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN Incentive Pay Initiative The House introduced a provision to allow the services to pay critical skills regardless of the number of years of services, up to a maximum of $200K in a career. The action is still pending and must make it through the authorization conference to be enacted in FY01. Absent this authority, AF/DP is working on an FY03 Unified Legislation and Budgeting Initiative, which will do away with the 14-year restriction for reenlistment bonus to provide needed flexibility.

  38. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN DOD Age 31 Waiver Initiative Current SAF/MI initiative will remove DOD age 31 restriction on hiring former military controllers. The proposed action includes a request to delegate the authority to waiver the 180 day restriction on hiring military personnel to the MAJCOM.

  39. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL (0 - 2 YEARS) • How do we ensure the right people are being recruited for ATC duties ? • Do we need to establish new recruiting criteria ? • How do we target Spanish speaking personnel to meet future requirements ? • What are our current timelines to train ? • What are our current attrition rates ?

Is Front Load training a viable option ? • What training locations are best suited for the new Specialized Training course graduates ? • Can dedicated GS civilian training crews help improve hour UGT capability ? • How soon can we establish GS civilian training crews ?

  42. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL (0 - 2 YEARS) • Should we test for Spanish speaking skills test at Keesler ? • Should we revise the STARS installation schedule to ensure the Keesler tech school and other prime training locations are given priority ? • Where should install the new tower simulator ? • What are our prime training locations ?

  43. USAF AIR TRAFFIC CONTROL STRATEGIC PLANPROPOSED TOWER SIM PRIORITY LIST

  44. USAF AIR TRAFFIC CONTROL STRATEGIC PLAN PERSONNEL (0 - 2 YEARS)
