Putting People First • Putting people first is a shared vision and commitment to the transformation of Adult Social Care (Our health, our care, our say White Paper) • Putting people first sets the direction for adult social care over the next 10 years and more. • In future, organisations will be expected to put citizens at the heart of a reformed system

Definitions • “personalisation of social care services means that every person who receives support whether provided by statutory services or funded by themselves, will have choice and control over the shape of that support in all care settings” (DH, Department of Health. 2008) Information, advice and advocacy for all Early intervention Low level services User-led organisations Volunteers Self-assessment Self-directed support Neighbours Personal budgets

  4. This requires changes to: • Culture – empowerment, enabling risk • Structures/systems – resource allocation systems • Processes – SAP, self assessment, brokerage • Governance – who is responsible for what? • Partnerships – users, carers, third sector

  5. What are we doing in Walsall? • The government want all local authorities to have some people using personalised services by 2011 • We have a team of people working with service users, carers and staff to look at new ways of working • We are transforming the Adult Social Care pathway and realigning the directorate accordingly • Developing a Social Care response centre at Streets Corner • Arranging a system to Signpost people into Third Sector organisations • Developing Joint Commissioning arrangements with NHS walsall

  6. What should the VSC consider? • Consider developments across:

The VSC has a clear and distinctive role to play • Gather intelligence on the current market place • Respond to commissions or change traditional service delivery models • Develop business models which will be fit for purpose, take account areas like full cost recovery, workforce development • Develop across the 4 building blocks for personalisation • Move towards becoming a User Led Organisations (ULO’s). • Find out from local people what they want to see available, understand our customers

If the sector does not respond positively to personalisation: • Outcomes for current and future service users will suffer as a result. • Organisations may struggle to survive • No impact will be made on shaping the market • The sector will not be ready to respond to delivery across the 4 building blocks for personalisation. • The sector will not be able to help support the reduction of high level care packages which will have a greater impact due to the declining financial resources being available in the future

  9. What support is available? • Dialogue with the people first team • Briefings on the challenges and potential solutions • Information and updates on personalisation • Capacity building activities • Support to develop and gather intelligence

Summary • This is a government driven agenda • This is about putting citizens at the heart of what we do • Some cohorts of people will receive a personal budget this year, with the main roll out coming in April 2010 receiving them earlier • Changes to commissioning and contracting will commence in the Autumn of this year • Market shaping activity and capacity building has already begun, but there is much more to do
