Social Care (Self Directed Support ) (Scotland) Bill • Currently going through Parliamentary journey • Implementation likely Autumn 2013 • Places a duty on local authorities to: • Offer 4 options for self-directed support to people eligible for social care support • Explain the nature and effect of each option to enable people to make informed choices

The 4 options • Option 1 – Direct Payment • Option 2 – person chooses the support and the local authority makes the arrangements on their behalf • Option 3 – the local authority selects and arranges the support on the persons behalf • Option 4 – mix of options 1, 2 and 3 for different aspects of the person’s support

  6. Wider Implications • Empowering people via SDS will require significant redirection of resources • Providers need to identify and promote their place in the market and make themselves, their services, the prices they charge and the outcomes they can help deliver better known to the public.

  7. Delivering the change through a programme approach

Programme objectives • Develop a customer journey • Ensure high quality information and advice is available • Increase access to universal services • Invest in prevention to reduce demand for ongoing care and support • Embed a focus on maximising independence • Ensure people are appropriately assisted to direct their own support

  9. Ensure the care and support options available offer real choice • Ensure services are outcome focused and personalised • Ensure SDS is a reality for all • Ensure financial, commissioning and procurement frameworks support personalisation and SDS • Maximise opportunities for working with communities • Links with health and social care integration
