What is an OSC?Who We Are (Cont) • A Federal Official authorized to coordinate and direct removal activities for releases of hazardous substances or oil into the environment. • Delegation of Authority comes from the President, Laws and Regulations. • Highly Trained individual who can handle all aspects of an emergency response.

  18. Standard Mine • Abandoned mine located approx. 7 miles from the Town of Crested Butte, Colorado • Mixed ownership – public and private land

  19. Standard Mine • Consists of 5 “Levels”, three of which have year-round adit drainage • Several waste rock piles and tailings impoundment dam • Lead, Zinc, Cadmium • Site at elevation of 11,000+ feet

  23. LIVINGSTON, MT • 22 Oct 2008 • Humvee stolen from National Guard Armory • Search for revealed numerous counts of vandalism (water storage tank included) • EPA Region 8 contacted

  25. LIVINGSTON, MT • City flushed some volume from tank • Residents notified to stop use, bottled water provided • EPA Removal Program initiated an Emergency Response, deployed on 23 Oct.

  27. LIVINGSTON, MT • Results were Non-detect • City Police identified suspects • 5 young adult males, stole vehicle and vandalized all buildings. • Residents returned to homes, water safe for use

  28. And then…The Big One • Large Earthquakes, Hurricanes, Terrorist Attacks, Etc. • FEMA –DHS Lead • Response broken down into 15 specialty areas • Emergency Support Functions - ESF’s in response jargon • Incident Command System (ICS) • Response Support Corp
