  2. History 1931 – Orlando Transit Company founded 1971 – Orlando Transit Company granted Grayline Charter license 1972 – Interlocal Agreement signed with Orange, Seminole and Osceola counties to form OSOTA. 1984 – The business name changed to Tri County Transit

History 1992 – The business name changed to LYNX LYNX was named Community Transportation Coordinator for Central Florida becoming the first regional CTC in the state Paratransit Service called A+ Link 1994 – OSOTA d/b/a LYNX merged with Central Florida Commuter Rail Authority to become the Central Florida Regional Transportation Authority d/b/a LYNX 2002 – Increased funding and paratransit service improvements resulted in a name change to ACCESS LYNX

  4. LYNX Overview • 2,500 square mile service area • Serving Orange, Osceola and Seminole counties • LYNX Board of Directors represent our primary funding partners: • Orange • Osceola • Seminole • City of Orlando • FDOT

  5. LYNX Services In Region Services • Fixed Route Bus Service 80,534 average trips per day • Vanpool/Carpool 694 average trips per day • Flex Service 436 average trips per day • Paratransit - ADA, TD and Medicaid 2,100 average one-way passenger trips per day

  6. LYNX Services Beyond Region Services • Express service from Volusia and Lake counties • Fixed route, flex and paratransit service from Polk County • Medicaid Paratransit Services throughout the state

  7. What it means to be a regional transportation provider Customer • Cross jurisdictional boundaries using the same provider • Cross jurisdictional eligibility advantages • Regional consistency – fares, policies & procedures, customer service

What it means to be a regional transportation provider Business • Economies of scale • The volume of trips allow the draw down of additional Federal funding • Larger pool of manpower resources • Larger pool of vehicles to schedule and dispatch • Consolidated call center and dispatch operation • Successful in competitive grant requests

  9. Funding for Paratransit ADA • 10% of our federal formula funds • Funding partners and passenger fares TD • 10% local match (collected through passenger fares) • 90% Transportation Disadvantaged Trust Fund Medicaid • Agency for Healthcare Administration

How funding works in a regional system ADA • Based on jurisdiction of each customer’s residence, charge trips to the appropriate County regardless of origin or destination • Each jurisdiction pays their fair share TD and Medicaid • Provide as many trips as possible, regardless of jurisdiction, with available funding

  11. Successes • Started as a regional system • Increased efficiencies through centralized call center, scheduling and dispatch operations • Increased service productivity and service efficiencies • Regional system lets customer travel freely within the region with one trip request • One provider

  12. Challenges • The need to provide data by county and urbanized areas • Trip distances increase costs • Increased deadhead miles due to large service area • Jurisdictions need to agree on how the systems is operated • All available funding resources need to be part of the coordinated system
