  2. Administrative levels of Finland • State • Municipalities (342) • Helsinki region: HSL Helsinki Region Transport is responsible for public transport and transport system planning according to the special law accepted by the Parliament of Finland

Key phases of development of Helsinki region public transport (4/4) 2010: A new regional public transport organization, HSL was established HSL area covers six municipalities; HSL can, however, admit also other municipalities as members as the commuting area expands The tasks of HSL include also longer-term planning of the entire transport system. 9

HSL • Is responsible for the preparation of the Helsinki Region Transport System Plan (HLJ) • Plans and organizes public transport in the region and seeks to improve its operationg conditions • Procures bus, tram, metro, ferry and commuter train services • Approves the public transport fare and ticketing system, as well as public transport fares • Is responsible for marketing of public transport and passenger information • Organizes ticket sales and is responsible for ticket inspections

  24. Jokeri • The modal share of public transport on journeys to the city is very high but low on cross-town journeys • Land use and travel demand is now intensifying along the ring roads • Jokeri is the first major attempt to solve this challenge • 30,000 passengers per day
