ASYCUDA ++ ASYCUDA: The backbone of the envisaged modern Palestinian customs ASYCUDA was introduced in the occupied Palestinian territory in July 2001 within the context of a three-phased plan to ensure proper installation, and enable Palestinian customs to maintain and upgrade the system. The importance of ASYCUDA is further emphasized by its significant contribution to ongoing institution building efforts in preparation for the future State of Palestine ASYCUDA++

  3. Overall Objectives. To improve Palestinian economic performance and public finances through strengthening the capacity of Palestinian Customs to monitor international trade and ensure efficient collection of import duties and taxes. The achievement of the above will ultimately lead to enhanced performance of the Palestinian external trade sector and its contribution to growth and development, as well as providing an efficient service to the trading community ASYCUDA++

  4. ASYCUDA-Palestine: From concept to reality Three Phases I. Establishment and training of the core team system and prototype build. Phase I II. Install the prototype with HQ and 2-3 pilot sites. Phase II III. Full system roll out. Phase III ASYCUDA++

Preparation and design of Palestinian SAD. The ASYCUDA System built with… • 13302 Items. • Written taxation rules. • Tested and calculated the SAD. • Defined Palestinian Codes, Offices, Borders, Countries, etc… . ASYCUDA++

Achievements: Phases I-II Palestine • Established Data Center in Ramallah. • Customs regional offices (Ramallah, Bethlehem, Nablus, Jericho, Al-Ram and Gaza). • Rafah Border as a passenger crossing point. • Over 40,000 Customs declaration in the system - providing trade statistics for 2004-2005. • Professional and highly specialized core team of functional & IT experts. • Palestinian customs declaration document fully compliant with international standards. • An Arabic version of the Palestinian SAD institutionalized as the standard form of the Palestinian customs declaration.   10. ASYCUDA Today Palestine • ASYCUDA is becoming a key element for ensuring Palestinian Customs responsiveness and preparedness for statehood. The national team continued to modify and adapt the prototype system to address emerging needs at the Rafah Border since November 2005. • ASYCUDA is also supporting the nascent Palestinian Shippers' Council (PSC), which has been established within the context of an UNCTAD technical assistance project.
