Overview of TDHCA ESG Funding • Emergency Solutions Grant(ESG) funding is for Street Outreach for the homeless, Emergency Shelter for the homeless, Homeless Prevention, and Rapid Rehousing. • The Texas Department of Housing and Community Affairs (TDHCA) receives funding from HUD for ESG. • The Tarrant County Homeless Coalition was selected by TDHCA to be the ESG Coordinator – meaning, applicants in Tarrant and Parker Counties (TX-601) will apply directly to TCHC for TDHCA ESG funds. • TCHC will issue an Application for these funds. Organizations must submit applications to TCHC by the local deadline to be included in the funding competition. • TCHC will send funding recommendations made by the Allocations Committee to TDHCA for final approval.

  3. Eligibility • Eligible Applicants are Units of Local Government as defined by HUD in CPD Notice 1710 or Private Nonprofit Organizations. Public Housing Authorities and Local Redevelopment Agencies are not federally eligible Applicants. • Applicants must adhere to the HUD definition of homelessness. • Applicants are required to familiarize themselves with the TDHCA’s certification and debarment policies prior to Application submission.

Changes in 2019 • The award period for the funds awarded under this NOFA is for one year, and intended to run from October 1, 2019 to September 30, 2020. • Minimum application amount is $50,000. • Maximum application amount is $300,000 (345,000 with max HMIS and admin). • Excel documents and required attachments are protected. Applicants are required to submit all forms as is – no format alterations are allowed.

Overview • A total of $597,993 is available for TX-601 • Applicants are limited to requesting no more than 60% of their budget for Street Outreach and Emergency Shelter activities • Street Outreach and Emergency Shelter applications for our community cannot exceed $358,795 • Up to 3% allowed in Administrative fees • Up to 12% allowed in HMIS fees • Collaborative applications are not allowed

  6. TX-601 ESG Tentative Deadlines* * Applicants are responsible for checking the TCHC website and email communications for any competition updates

  7. Timeline Notes • Important: The TDHCA ESG NOFA states a deadline of June 21st – this is not applicable to TX-601 since TCHC is serving as an ESG Coordinator. The local deadline for the ESG competition is July 2, 2019. • Application forms released by TCHC are required by TDHCA and cannot be changed. Any changes to the forms may result in an ineligible application and may not be included in the competition.

TDHCA APPLICATION Documents • Application Submission Procedures Manual (PDF) –provides information on completing forms below, AND includes required attachments • Volume 1: Threshold (XLS) - REQUIRED • Volume 2: Uniform Scoring (XLS) - REQUIRED • Volume 3: Street Outreach (XLS) – required if proposing SO activities • Volume 4: Emergency Shelter (XLS) – required if proposing ES activities • Volume 5: Homelessness Prevention (XLS) – required if proposing HP activities • Volume 6: Rapid Rehousing (XLS) – required if proposing RRH activities • Attachment A: CoC Consultation (PDF) – REQUIRED • Attachment B: Written Standards Certification (PDF) – REQUIRED • Attachment C: Termination Policy (PDF) – REQUIRED • Attachment D: ESG Applicant Certifications (PDF) – REQUIRED • Attachment F: Local Government Approval of Shelter Activities (PDF) – required if proposing ES activities • Attachment G: CoC Collaboration (PDF) - REQUIRED

Changes and Clarifications • New Local Application - wording changes from TDHCA • Word Versions of the TDHCA Attachments are on the TDHCA website • TDHCA formatting issues on Volume 1.9 & 2.1 – the tabs do not PDF completely • Updated forms on their website if you have any issues • For Volumes 2.3 and 2.4 – need only closed contracts • CoC Scoring – TCHC will score these items after you submit your application (per TDHCA request) • Documentation of 10 years experience – in ASPM • Submit TCHC narratives using TNR, Calibri, Arial; size 12; 1 inch margins; header to identify agency and page numbers • Remember we are requesting 10 hard copies of narratives AND TDHCA documents in addition to an electronic copy
