  2. HE North West London – Midwifery A 3.9% undersupply is predicted in 2018/19. Indicates year in which, in general, alterations to commissions in 2014/15 will have an effect on the workforce. Rationale for decision • Supply is predicted to decline very slightly, whilst demand continues to increase, then plateau. The result of this is a small undersupply. Any undersupply requires action to increase the numbers of new graduates. • The education provider market is constrained by placement capacity. • Given this position, it is recommended that commissions increase slightly in 2014/15. This will require concurrent work to increase placement capacity. This also reflects the requirements of the HEE mandate to continue to increase supply of midwives. • Factors leading to final demand and supply figures • The senior stakeholder group agreed that no changes should be made to the aggregated HE NWL demand and supply forecast data, which are reflected in the chart above. • The possibility of increasing the number of placements from outside of London was discussed as a possible way to increase training capacity in the short term.
