  3. An initial 29 item RCC Action Plan was announced in December 2011. We are now entering the final months of the initial Action Plan. In recent Canada Gazette and Federal Register consultations, PCO/OIRA received stakeholder submissions representing 160 organizations. Canada and the US are committed to another phase of work and PCO/OIRA are considering input received with Departments. Canada and the US will develop an outline of a forward plan for regulatory cooperation by the Spring, building on progress to date and lessons learned through the implementation of the initial Action Plan. Both governments plan to engage stakeholders in the development of the next phase of work. RCC – The Way Forward

Overview of the RCC Action Plan Initiative Related to PM Annex (Air Pollutants) • As set out in the RCCJoint Action Plan, the PM Annex initiative work plan states: “Environment Canada, U.S. Department of State, and the Environmental Protection Agency to consider the expansion of the Canada-U.S. Air Quality Agreement to address transboundary particulate matter, the air pollutant most commonly associated with premature mortality, based on comparable regulatory regimes in the two countries”.  • Under the auspices and direction of the Canada-U.S. Air Quality Committee (AQC), which is responsible for administering the Agreement.   • The joint work plan under the RCC provides the framework for the foundational work required to consider a PM Annex, including scientific and technical analysis, and is intended to support and inform efforts in the AQC.

  5. Progress update • Action Item 1– Review of Science: The draft of the 2013 Transboundary PM Science Assessment is now complete and peer-review comments have been received. The final Assessment will be available to the Air Quality Committee in January 2014. • Action Item 2 – Countries’ Regulatory Actions to Reduce PM: In 2012, both countries exchanged information related to PM emission reductions and continue to do so. • Action Item 3 – Amendments to the Agreement: Both countries will definitively decide on how to proceed after a review and discussion of the key findings from the final 2013 Transboundary PM Science Assessment. • Action Item 4 - Engagement: Both countries use their existing networks for consulting with stakeholders.

  6. Ongoing alignment work • Canada and the U.S. will work to finalize the 2013 Transboundary PM Science Assessment and subsequently review and discuss its key findings. • Both countries continue their respective reviews of policies and measures relevant to PM.

  7. Next steps • The AQC will review the findings of the final Transboundary PM Science Assessment and then determine a path forward for considering a PM annex.
