Program definition We define a program with three distinct characteristics: • A program is an entity consisting of multiple and interrelated projects, all contributing to the program’s common goal. • A program has a start and an end, predefined goal, and specific reserved budget for its execution. • Program’s goal is related often to large-scale or complex change, which often implies that the goal can only be defined as a vision at the outset, and all projects required for the goal achievement cannot necessarily be defined yet at the outset; therefore, the program’s objectives and required projects are often specified in more detail continuously during the execution, as the program unfolds.
