  2. Shared Roster System MRSC Rosters MRSC Rosters is an online, shared small public works and consultant roster system for Washington State counties, cities, and authorized special districts, which is currently used by 169 public agencies in 25 counties.

  3. Convenient and Affordable MRSC Rosters MRSC Rosters provides: Public Agency Annual Fee • Annual Legal Notice Posting • Website for Online Registration • Registration and Renewal Support • Initial Verification of Applicant Eligibility • Searchable Online Roster Database • Maintenance of Roster

  4. Public Agency Registration MRSC Rosters • Print contract at www.mrscrosters.org • Submit signed contract and payment to MRSC • Begin using MRSC Rosters If you currently maintain your own rosters then there is an additional transition step.

  5. Transitioning to MRSC Rosters MRSC Rosters Announce to your contractors and consultants that they will now need to apply on MRSC Rosters for free to be listed on your roster. Use both your current roster and MRSC Rosters when soliciting bids until you discontinue use of the current roster.

  6. Legal Notice Posting MRSC Rosters MRSC posts twice a year (January and June) in papers of general circulation within the jurisdiction of participating public agencies. Papers include The Daily Journal of Commerce, Seattle Times, Spokesman Review and other papers with wide circulation. • The legal notice satisfies your state posting requirements for small works contracting (RCW 39.04.155) and for contracting with architects and engineers (Ch 39.80 RCW) because it occurs within the year of roster usage. • Washington Department of Transportation and the Transportation Improvement Board accept the MRSC posting as sufficient advertising when you are using a roster process for federally funded projects.

  7. Business Registration MRSC Rosters Applicants go to www.mrscrosters.org and click “Join MRSC Rosters” They determine if they are a small works contractor or consultant. If they have questions they call or email MRSC Rosters and we assist them. If they call you, please direct them to us at 206-625-1300 or ejh@mrsc.org for assistance.

MRSC Verifies Application MRSC Rosters • Twice Weekly MRSC Reviews Complete Accounts • Businesses must not be debarred from working on public works projects • Current Unified Business Identifier Number (UBI#) • Washington Department of Revenue Account • Industrial Insurance (Workers Comp Premium) if they have employees • Contractor’s License if applicable • Consultants must upload a general Statement of Qualifications If a business does not meet these minimum roster qualifications, then they are not listed on the roster. Public Agency, however, must verify business eligibility at time of bid.

  10. You use www.mrscrosters.org MRSC Rosters Your roster contains businesses that joined your specific roster, any roster in your county or all of the participating public agency rosters.

  11. Search your Roster MRSC Rosters Click on the “Category Search” to generate a list of businesses that provide a certain service. If you have already determined who you are soliciting to, then click on “Alphabetical Search” to find a business application by their business name.

  12. Service Category Search MRSC Rosters Main Service Category Search Find businesses who provide services within that main category e.g. Concrete & Masonry services Sub-Category Search Find businesses who provide a specific service e.g. Concrete - Barriers

  13. Generate and Save Roster List MRSC Rosters It is your responsibility to retain records of your searches by clicking “Print this Roster” or “Save Roster to Excel”. The roster changes all the time, so you will not have another opportunity to produce the same list again and MRSC does not save any searches.

  14. Review Applications MRSC Rosters Review the small works contractor or consultant applications to determine who you would like to request proposals or bids from for your project.

  15. Determine who to Solicit MRSC Rosters It is recommended to solicit bids from “All Businesses” in order to meet the statute equitability requirements.

  16. Request Bids via Email MRSC Rosters Some businesses indicate that they prefer not to receive bids via email and so their contact information will be listed below the email list. You can then call, fax, or mail them the solicitation request. www.mrscrosters.org
