This research project led by Melanie Smith explores the drivers of tenant reoffending in the context of changing policies and strategies. The study employs a mixed methodology, combining quantitative analysis of tenancy breaches with qualitative insights from enforcement officers and legal staff. Key findings reveal reoffender profiles, the impact of witness support, and community responsibilities in ensuring safety. The report will provide valuable tools and insights aimed at mitigating reoffending behaviors, with results expected in early Autumn 2011.

Witness and Victim Support • High on the Government Agenda • Legal section feels that court action would be more successful with witness evidence • Staff not comfortable as they feel they can’t guarantee safety from repercussions. How do you persuade a woman who lives next door to a drug dealer who beats people black and blue to stand in a witness box?
