Sample Recent NPSTC Actions • Implemented National Interoperability Information eXchange (NIIX) • Established liaison w/ Public Safety in Canada (CITIG) • Developed 700 MHz broadband requirements document • Analyzed LPTV at 700 MHz • Developed “Best Practices for In-Building Communications” paper • Obtained agreement on 700 MHz channel naming plan • Pursuing improvements in border area spectrum use • Assisting PSST on 700 MHz narrowband relocation plan

Border Issues Working Group • Resolution of border issues is essential for national security • Seamless interoperability across borders • Several additional bilateral agreements needed to share or coordinate spectrum use • Need equitable distribution of spectrum with streamlined coordination procedures • Interference resolution procedures similar to those for Mexico are needed for Canada

Maximizing Availability of 700 MHz Band Spectrum • Full Power analog TV is being cleared from the 700 MHz band by 2/17/09 • LPTV, TV Translators & Broadcast Auxiliary ops have no set clearing deadline • Public Safety cannot wait until interference occurs to invoke its priority • NPSTC is active on this issue. • Document available at www.NPSTC.org

Guidelines to Assess Scope of LPTV/Translator Stations for Notification • Narrowband 700 MHz • Co-channel 68 & 69: search 100-125 miles radius around PS site. • Co-channel 63 & 64: search 75-100 mile radius. • Adjacent 62 & 67 – Check for stations within the PS service area. [Less likely to impact narrowband PS since these channels are over 5 MHz away.] • PS Broadband 700 MHz • Co-channel 62, 63, 67 & 68: search 100-125 miles radius • Only 1 MHz of channels 62 & 67 are co-channel to PS BB • Adjacent 64 & 69 – search 50-75 mile radius.

Broadband Working Group • Conducted initiative to determine Public Safety broadband requirements at 700 MHz • Included massive effort by industry and public safety • Provided opportunity for review and comment to over 256,000 public safety users • Received and responded to over 400 comments • Published requirements in November 2007; See www.NPSTC.org • Additional activities: 700 MHz handset requirements & 4.9 GHz technologies

  24. 700 MHz Narrowband Relocation • FCC requires PSST to develop relocation plan • Relocation funding to come from D block winner; FCC set $10M cap. • Approx. 45 agencies provided inventory of deployments • Relocation will require more than $10M • FCC set February 2009 as relocation deadline; the need to reauction D block impacts ability to meet this date • NPSTC, PSST and equipment suppliers working together on plan • Upcoming FCC NPRM on D block re-auction is a potential avenue to address funding and deadline

  25. How Can You Have A Voice In NPSTC? Come to NPSTC’s quarterly meetings and have a voice in this important work. Participate in quarterly NPSTC meetings via conference call. Join a Committee or Working Group and participate in their working conference calls. Join NPSTC’s listservs and stay abreast of issues and activities. Remain current with the postings, publications and other resources on the website at www.NPSTC.org 25
