Fraud Facts Fraud: Misrepresentation of a material fact with the intent to deceive Can be a single act or combination of circumstances Can be the suppression of truth or the suggestion of what is false May occur by direct falsehood, by innuendo, by speech, by silence, by word of mouth or by look or gesture Most important element in fight against procurement fraud: Recognition of conditions/events that allow fraud to go undetected Gov’t personnel performing proper checks, and asking the right questions will greatly help prevent fraud Puts contractors on notice that gov’t personnel (working their contracts day-to-day are “fraud detection savvy”

    3. WHO COMMITS FRAUD? People do! They could be: Employees or Management Contractor Personnel or Government Employees Military or Civilian
