  4. 2011 Budget Update • All departments and units will be treated the same, including any funds from tuition. • 2 year budget • 1st year – 6.4% cut • 2nd year – no cut (based on projected increases in student enrollment and decreases in expenses) • 1.15% of total has been set aside for campus renovations • 5% Salary pool will be available in 2nd year of budget

  5. Budget - continued • Year One – 2012-13 • Extension will continue to manage most of funding cuts through careful management of vacancies. • Currently 46, which will gradually be reduced to 32. • 2% increase in base salary support.

Budget - continued • Beginning in 2013-14 • All benefit costs for all county funded support staff will be paid by countyat a rate of 50%. • 9% part-time and temporary • 4th and above agent benefit costs for positions created after 07/01/2004 will remain the same, but will no longer be returned to counties. • 5% increase in salaries for county paid personnel • 5% increase base salary and 4th and above contributions (salary pool)

Budget - continued • Benefit costs cover some or all of the following: • FICA= Social Security and Medicare Tax combines • Retirement = UK Retirement Plan • Health = UK Health Insurance credit • Life = UK Basic Life Insurance • Miscellaneous Fringe Benefits ( Long Term Disability, Workers’ Compensation, Employee Education Program, Family Education Program, Wellness Program, Unemployment Compensation, Terminal Vacation and Terminal Sick Leave for retiring employees. )

  8. IRS Tax Related Issues • IRS has determined that paying of association dues (including ESP) IS a taxable benefit, so can no longer use PD funds. • IRS also determined that cell phone reimbursement is NOT a taxable benefit.

Support Staff Jeopardy • “Our Treasurer is not very accessible, sometimes causing our payments to arrive late.” • Have the treasurer sign extra blank checks and leave them in the office. • Talk to the treasurer and explain the situation. Offer to provide extra training if needed. • Tell treasurer he/she is too old and should resign.

  20. Support Staff Jeopardy • “I don’t feel safe alone in our office, especially when I have to open and close. I know a lot of people have keys and could get in”. • Tell secretary they are over reacting to all the violence they see and here about. That could never happen here. • Sympathize with them, but never follow through. • Listen to their concern. Discussion solutions and follow through.

  21. Support Staff Jeopardy • “I hate it when the agents fight.” • Talk to as many people as possible trying to get them on my side. • Go to my office and shut the door. Let the other person get over it. • Speak only to the person I have conflict with to work on the issue that is dividing us.

  22. The 4 Question Meeting • Some people spend 2-3 days per week in meetings • Well organized meetings are an important of getting the job done and that will not change. • Create fresh thinking • Move the organization forward • HOW DO I HAVE ONE OF THESE MEETING?

  23. The 4 Question Meeting Ask 4 Questions: • What is the purpose – decision, info sharing, or brainstorming? • What is the issue – in five words or less? • Who has already weighed in and what did they say about it? • What will surprise me in this meeting?
