  3. EeIP Forth Meeting – Major outcomes (1) eCall regulation: • EC plans towards eCall legislation have been clarified. Mandatory introduction of eCall will be implemented through three legislative initiatives: • A Recommendation to the MS targeting MNOs for the implementation of the eCall flag, led by DG INFSO, planned to be adopted by the end of 2010. • A proposal for a Regulation under the vehicle type-approval legislation for the mandatory introduction of the IVS, foreseen for the beginning of 2011 under the lead of DG ENTR. • The upgrading of the PSAPs infrastructure will be addressed in the framework of the proposed Directive on the deployment of ITS in Europe, under the lead of DG MOVE. Common specifications are planned to be adopted by the Commission for the beginning of 2011. eCall MoU • More countries have declared their will to sign the MoU. A signature event will take place in Brussels on the 4th May 2010, during the eCall awareness day in the Berlaymont esplanade. There will be an eCall demonstration. eCall Impact Assessment (IA) • The eCall IA is currently under preparation by the commission. The scope is to analyse costs/benefits and the socio economic impact and costs in view of eCall introduction. Finalised by October 2010. 3

EeIP Forth Meeting – Major outcomes (2) Task Forces Progress • The different Task Forces Leaders reported on the status of work: • GUID – A first draft of eCall Implementation Guidelines have been produced. Members of the platform have been invited to give feedback and contribute to the last version, foreseen for next EeIP meeting • PILO – 10 Member States are currently preparing a 3 years pilot project proposal under the CIP call 4 , supported by ERTICO. The proposal will be submitted by 1st of June. • PSAP-RO – The TF circulated a questionnaire for the national eCall platforms. Outcome will be presented at next EeIP meeting • CROSS – The TF has finalised the first analysis, which showed no specific interest in cross-countries formal agreements related to eCall. • VIN – A questionnaire on the use of EUCARIS for the VIN information has been circulated among the MS. Final recommendations based on the analysis of the responses will be delivered in Q2 of 2010. • CAMP – First eCall events are planned in 2010 with eCall demonstrations in different MS (Belgium, Spain, Poland, Finland, France). Target is not the end user yet, but the decision makers • INC – The final report in currently under revision and will be finalised by next EeIP meeting • OPEN – A questionnaire was distributed to private and public stakeholders. The answers show a high interest in the possible use of the eCall platform and will drive the future work of the task force • PTI – The TF now fund the chairs (Dekra and TUEV) and defined its possible scope. Next step will be to find the appropriate members to participate to the work 4
